RE; Zupancis-Galena Master Plan Update
REQUEST OF COUNCIL: There is no request for formal action from City Council at
this time.
PREVIOUS COUNCIL ACTION: There have been no formal actions by City Council
with regard to the ZG Master Plan, aside from establishing an initial budget for the
master plan process (see "FinancialBudget Impacts" below). The ZG Partnership is made
up of the City of Aspen, Pitkin County, the Aspen Art Museum, the Pitkin County
Library and the Chamber, and has been engaged in an informal public process since
March 2007.
DISCUSSION: The ZG Partnership intends to apply to City Council for COWOP
eligibility at a public hearing scheduled for April 28.
During the April 8 work session, the ZG Partnership will make a presentation summing
up the informal public process that has been ongoing since March 2007, including public
feedback. The partnership will also describe a general scope of work for a COWOP Task
Force, if such a Task Force is to be established. Packet materials on this generalized
scope of work is not yet available, as the partnership is meeting on Friday, April 4, to
review the potential scope of work.
Although the partnership is not requesting any formal action from City Council on April
8, any feedback regarding the informal public process, or regarding the potential scope of
work for a COWOP Task Force would be helpful. The partnership will also respond to
Council requests to develop information prior to the Apri128 public heazing.
BACKGROUND: The Civic Master Plan as adopted in December 2006 includes
findings and recommendations intended to guide the future use of public lands in the
"Civic Core," between Aspen Mountain and the Roaring Fork River. The ZG Master Plan
focuses on the publicly-owned lands between East Main Street and Rio Grande Place,
and between N. Mill Street and Obermeyer Place/Concept 600.
FINANCIALBUDGET IMPACTS: The City of Aspen budgeted $50,000 for the ZG
Master Plan in 2007. As part of its shaze of ZG Partnership costs, the City spent $19,085
in 2007, and $1,450 in 2008, with some bills pending.
RECOMMENDED ACTION: Staff is not recommending a forma] action from Council
at this time.
