to create greater depth and further break up the scale on the east
elevation.
3. Parking space number 5 shall be a "grass-Crete" finish to
reduce the amount of paved surfaces at the rear of the parcel.
4. The applicant shall restudy the size of the two large windows
on the west elevation of both units and the large window on the
south elevation of the rear units to reduce their large scaled
appearance.
RECOMMENDED MOTION: "I move to approve the Special Overlay Review

MEMORANDUM

RE: Rutgers Residence, 512 Spruce Street
DATE: January 4, 1995
gU~p,Ry: This project is located in the Smuggler Mountain
neighborhood, therefore both the general guidelines (Chapter 1 of
the "Neighborhood Character Guidelines") and the specific
guidelines for Smuggler Mountain (Chapter ) will be applied. The
applicant requests approval for construction of "a 495 sq. ft.
addition to an existing structure. The proposed FAR for this
11,000 sq. ft. lot is 3,455 sq. ft. The allowable FAR is 3,840 sq.
ft. 85% of the allowable FAR is 3,264 s.f.
The special review process is mandatory but compliance with any
Committee findings is voluntary.
APPLICANT: Tony and Diane Rutgers
_ LOCATION: 512 Spruce Street, at the northeast corner of Spruce
~""' Street and Park Circle.
STAFF COMMENTS: Please refer to the application for the complete
representation of the proposal. Planning staff finds that this
second floor addition for a master bedroom suite results in a non-
intrusive addition to the existing structure and is substantially
in compliance with the general and specific neighborhood
guidelines.
The following guidelines are apply to this proposal:
1) Architectural features that enhance the pedestrian experience
are encouraged.
Response: In its current design this house has many sections
which really break up the mass. The addition will be approximately
55 feet from the Park Circle sidewalk and 80 feet from Spruce
Street. The proposed second story deck off of the bedroom will
also help to this end. The open railing adds depth to the facade.
2) Use of building forms that are similar to those seen
traditionally in Aspen.
The 6/12 roof pitch of the addition matches the existing structure

f` and is typical of mining era buildings in the vicinity.
!~ RECOMMENDATION: Staff recommends that the Committee approve the
request to exceed 85~ of the allowed FAR at 512 Spruce Street with
no recommended changes.
