Steve Buettow, Chairperson, called the Special Design Review Appeals
Commission meeting to order at 4:05 p.m. with members Roger Moyer, Bob
Blaich and Mary Hirsch present. Dave Johnson arrived late. Staff members
present were Julie Ann Woods, Amy Guthrie, Community Development; David
Hoefer, Assistant City Attorney; Jackie Lothian, Deputy City Clerk.
PUBLIC HEARING:
411 LACET LANE Barb's Way, Lot 2, Lacet Subdivision) Sleepv Bear
Residence -Scott Sambroslci -appeal of volume standard
Steve Buettow opened the public hearing for the appeal of the volume standard.
Mitch Haas presented the case for the "no window zone" between 9 and 12 feet;
the design as proposed more effectively addresses the issue of the given standard.
Staff recommended denial to remove some of the windows from the 9-12 foot "no
window zone".
Scott Sambroski, builder and owner, stated that Ordinance 30 came up because of
the West End. This was in a neighborhood that was not in the commercial core or
the west end but on a private street; the windows were not floor-to-floor.
The Board discussed the elevations on the west; the door height was 7 feet; the
upper deck was the living room and the code regarding design standards. The
Board was in favor of granting the variance because it wasn't really a
neighborhood that was visible from a street; the house was appropriate for this site
and the character of the neighborhood.
MOTION: Bob Blaich moved to approve the request for the appeal of the
volume standard because "c" has been met from the residential design
standards for windows in the "no window zone"; seconded by Roger Moyer.
Roll call vote: Moyer, yes; Blaich, yes; Hirsch, yes; Buettow, yes.
APPROVED 4-0.
CONTINUED PUBLIC HEARING (06/25/97):
315 LAKE AVENUE -Robert Coleman - design standard waiver
Steve Buettow opened the continued hearing for 315 Lake Avenue. Amy Amidon
stated that the applicant came to an agreement with some of the committee
recommendations for improvements to the building that would mitigate the waiver
of the volume standard, which could be based upon site-specific constraints that
were inherited by Mr. Coleman when he purchased the property.

Amidon stated that the grade will be brought up to the building and re-vegetated in
the area of the Jacuzzi; improvements will be made to the entry element. Robert
Coleman said that he asked the architects for options for wrapping the columns
making them smaller.
The commission discussed the merits of the improvements for the addition of the
vestibule, extending the porch, removal of the balconies and simpler balustrades.
The commission discussed the options provided.
MOTION: Bob Blaich moved to approve a waiver of the volume standard
based upon site-specific constraints with the following conditions: the
addition of the vestibule, extending the porch, removal of a balcony, simpler
balustrades and to continue to work with staff to finalize the option for 315
Lake Avenue. Roger Moyer seconded. Roll call vote: Hirsch, yes; Blaich,
yes; Moyer, yes; Johnson, yes; Buettow, yes. APPROVED 5-0.
REVIEW CRITERIA: a) yield greater compliance with the goals of the Aspen Area
Community Plan; b) more effectively address the issue or problem a given
standard or provision responds to; or c) be clearly necessary for reasons of
' fairness related to unusual site specific constraints

Chairperson Steve Buettow opened the regular meeting to order at 4:05 p.m. with,
Roger Moyer, Bob Blaich, and Mary Hirsch present. Dave Johnston arrived at 4:10
p.m. and Gilbert Sanchez was excused.
Other staff present were Mitch Haas, Community Development, , Amy Amidon
and Julie Ann Woods.
NEW BUSINESS:
411 LACET LANE (BARB’S WAY LOT 2, LACET SUBDIVISION)
SLEEPY BEAR RESIDENCE - APPEAL OF VOLUME STANDARD
Mitch Haas, Staff, explained the applicant, Scott Samborski, requested a variance
from the volume standard which had not met the 3 criteria for granting a variance.
He said the AACP had no relevance on this variance request. He said the second
design criteria did not more effectively address the standard because this was a “no
window zone” and the site constraint has no justifiable variance.
