A RESOLUTION OF THE CITY COUNCIL OF ASPEN, COLORADO, APPROVING AN
AMENDMENT TO THE PROFESSIONAL SERVICE AGREEMENT BETWEEN THE
CITY OF ASPEN AND LORIS AND ASSOCIATES, AND AUTHORIZING THE CITY
MANAGER TO EXECUTE SAID AMENDMENT TO THE AGREEMENT ON BEHALF
OF THE CITY OF ASPEN
WHEREAS, there has been submitted to the City Council an Amendment to the
Professional Service Agreement between the City of Aspen, Colorado and Loris and
Associates, a copy of which is annexed hereto and part thereof.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ASPEN, COLORADO.
Section One
That the City Council of the City of Aspen hereby approves that an Amendment to the
Professional Service Agreement between the City of Aspen, Colorado, and Loris and
Associates, regarding the Tmscott Design Contract, a copy Of which is annexed hereto and
incorporated herein, and does hereby authorize the City Manager to execute said Amendment
to the Agreement on behalf of the City of Aspen.

First Amendment-AGREEMENT FOR PROFESSIONAL SERVICES
This Agreement made and entered on the date hereinafter stated, between the CITY OF
ASPEN, Colorado, ("City") and Loris and Associates, ("Professional").
For and in Consideration of the mutual covenants contained herein, the parties agree as
follows:
1. Scope of Work. Professional shall perform in a competent and professional
manner the Scope of Work as set forth at Exhibit "A" to the original contract attached hereto and
by this reference incorporated herein. This is further amended by the attachment affixed hereto.
2. Completion. Professional shall commence work immediately upon receipt of a
written Notice to Proceed from the City and complete all phases of the Scope of Work as
expeditiously as is consistent with professional skill and care and the orderly progress of the
Work in a timely manner. The parties anticipate that all work pursuant to this agreement shall be
completed no later than March 1, 2001. Upon request of the City, Professional shall submit, for
the City's approval, a schedule for the performance of Professional's services which shall be
adjusted as required as the project proceeds, and which shall include allowances for periods of
time required by the City's project engineer for review and approval of submissions and for
approvals of authorities having jurisdiction over the project. This schedule, when approved by
the City, shall not, except for reasonable cause, be exceeded by the Professional.
3. Pagment. In consideration of the work performed, City
shall pay Professional on a time and expense basis for all work
performed. The hourly rates for work performed by professional
shall not exceed those hourly rates set forth at Exhibit "B"
appended hereto. Except as otherwise mutually agreed to by the
parties the payments made to Professional shall not initially
exceed $191,515.00. Professional shall submit, in timely fashion,
invoices for work performed. The City shall review such invoices
and, if they are considered incorrect or untimely, the City shall
review the matter with Professional within ten days from receipt
of the Professional's bill.
4. All other conditions of the original contract remain in
place and in force.

Scope of Work for Temporary Traffic Signals at the Truscott Intersection with SH 82
B&A w~l provide traffic and transDortatior engineering services as defined in the following scope

for intersection formed by State Highway 82 & Trusco~ Emoloyee Housing Entrance,
We Understand that the City of Asoen eno CDOT have both received many citizen comolaints
regarding excessive delay and safety concerns regarding the current configuration and stop
sign controllea ntersection. Consequentl~./, we have been asked to provide this scope of work to
provide the necessary design required to mstat, a temporary s~gnal in advance of the fine.
~ntersectlon design that is expected to be comp~e[ea in conjunction with the Truscott Em[=loyee
Housing Project next summer.
We will determine tt~e needs pertaining [c the signal design, including controller location, s~gnal
phasing standard specifications, otc. Th,-= Dian will be completed be consistent with CDOT
nomenclature an~ other preferences, And will include ptan view design of reauired street
widening and stnlDtng changes to support the temporary intersection design. This scope of work
assumes that a power source is readily available to Dower the signals.
Deliverables
The following is a list of deliverables that ~&A will orowoe:
· Horizontal plan (including signing and striping) of the required intersection geometry to
suppor~ temporary signalization
· Submittal of signal design plan sheets and standard specifications (AutoCadd R-14 and
Hard copy)

Regarding: Additional Services
Truscott Entry Drive / S.H. 82 Intersection Design
Mr. Sadler:
This letter is a follow-up to request for additional design fees, dated
December 4, 2000. It was been requested that two items be clarified.
These are as follows:
VALUE ENGINEERING
Our value engineering effort included the evaluation of four different fiber optic line
treatments, which resulted in four different structure depths for the two underpass
structures and numerous alternative wall designs. To adequately evaluate and
compare the four options, four complete wall configuraiions Isize and layout) had to
be determined. Each wall configuration is comprised of seven different wall
segments, each with a unique design. To compare costs of the wall configurations,
wall designs for each of the seven segments was performed for each of the four
options. The wall height, length, thickness, footing s~zmg, reinforcing steel, and
volume of concrete was calculated for each. This information was then g~ven to
Shaw Construction determine potential project cost savings for each of the options.
Our value engineering effort also included the evaluation of various ske grading
options, railing details, staircase designs, etc. We also attended two design meetings
and wrote to design memos as part of the VE process.
CDOT COORDINATION
Although CDOT coordination is listed as tasks under the TEMPO-
RARY SIGNAL COORDINATION and TEMPORARY ACCESS DESIGN
AND COORDINATION headings in the above mentioned letter, the
tasks listed under the CDOI COORDINATION heading represent
addition coordination efforts not including in the fore mentioned
headings as described in the letter.
