LJ Erspamer opened the regular meeting of the Aspen Planning & Zoning
Commission in Sister Cities Meeting Room at 4:35 pm. Commissioners Michael
Wampler, Cliff Weiss, Dina Bloom, Jim DeFrancia, Stan Gibbs, Brian Speck and
LJ Erspamer were present. Staff in attendance were Jim True, Special Counsel;
Errin Evans, Jennifer Phelan, Ben Gagnon, Jason Lasser and Chris Bendon,
Community Development; Jackie Lothian, Deputy City Clerk.
COMMENTS
LJ Erspamer asked what Transportation looked at with regards to the review
process and their educational background.
Jennifer Phelan stated that there would be a new date for Dancing Bear, there was
a noticing issue.
Chris Bendon said that there would be some code amendment reviews and asked
for a special meeting. Ben Gagnon noted that he wanted a special meeting also
and cited the 22"d of July as the date.
Pamela Cunningham, public, appreciated Chris and Jennifer's attempts to help the
Aspen Alps with the code amendments; the "acts of god" clause should be put in
every single area of the code.
MINUTES
MOTION: Jim DeFrancia moved to approve the minutes from May 20, 2008
seconded by Cliff Weiss. All in favor, APPROVED.
MOTION: Michael Wampler moved to approve the minutes from the June 3,
2008 seconded by Dina Bloom. All in favor, APPROVED.
OTHER BUSINESS:
ZG MASTER PLAN UPDATE
Ben Gagnon said that Jason Lasser and Chris Bendon were also present. Gagnon
presented the Civic Master Plan that was adopted as a regulatory document in
December 2006 and the Zupancis Galena Master plan literally stands on the
shoulders of the Civic Master Plan. Gagnon said the Civic Master Plan began in
2000 as a plan for the civic core. Gagnon spoke of the leaky roof over the parking
garage and there were a couple other entities interested in moving to the Civic
Core. Chris Bendon noted to fix the leak was a major deal with the base cost of
approximately $2,000,0000.00.

Gagnon said there were 8 core principals on page 4 of the Civic Master Plan
report; a rendering of the re-developed fire station on page 12 and Galena Plaza on
pages 14 and 15. Gagnon said the library has the approval to come out 44 feet
from the existing building framing the plaza.
Gagnon said that this would change more in the next few months and the purpose
was for the presentation of what has happened and any questions that the
commission might have.
LJ Erspamer excused himself at 5:45 and Jim DeFrancia at 5:55 pm.
MOTION: Mike Wampler moved to adjourn at 6: OS pm seconded by Dina
Bloom. All in favor, APPROVED.
