MINUTES June 18. 2008
Chairperson Terry Butler called the meeting to order at 8:30 a.m.
Commissioners in attendance: Fred Ayarza, John Starr, Bill Dinsmoor and
Don Sheeley. Mark Goodman and Roger Haneman where excused.
Fred suggested the board think about Food and Wine having an outpost at
the Saturday Market. Possibly they could use Conner Park.
Construction management.
Aaron Reed, Trisha Nelson, Tony Kornasiewicz -Engineering Department
Terry asked if there was a schedule as to who applied for permits. CCLC
wants to know what parcels are going to be developed. All this construction
affects the core and parking.
John Starr said it would great to have a flow chart.
Aaron said currently we have La Cocina, the fire station/thrift store, J Crew,
Bidwell, Ajax Mountain building. North of Nell.
John said the disruption of construction in the downtown core needs
addressed. We need a better tracking system for the public. Aaron said we
changed our tracking system to Eden but we can't transport it to GIS.
John asked if there is somewhere on the website that says when a project is
going to be finished? Aaron said Gismo has significant information. The
completion date is not on but it can be added. John said if people feel they
have a better handle on when something is finished they can handle it.
Having the right information is helpful.
Trisha Nelson said with the bigger projects in the core we can add additional
information.
Aaron said a construction permit is good for one year and once commenced
you have to keep going. If you stop for six months then the permit is in
jeopardy.
Fred asked for clarification about the six months.
Tony said progress is viewed as inspections whether it is foundation,
framing etc.

Fred said people living around the Limelight have been putting up with this
for too long and need to know when it is going to be finished.
Trisha pointed out that the Ajax Mountain project is adding a third floor and
it is on hold for now.
North of Nell is updating the fagade and they are working on the Dean
Avenue side. On the Durant and Galena they are putting a new roof on. The
sidewalks and curbs will also be changed out.
Aaron said La Cocina finished the excavation. Trisha said the depth is
around 15 feet. J crew is coming in for a remodel.
John said the Millennium plaza has been going on for some time. Aaron
said there is legal action pending. Trisha said she heard the construction
company has not been paid..
Popcorn wagon -Aaron said they are trying to re-establish the popcorn
wagon. Their permit consists of mechanical and they are increasing seating.
Aaron also pointed out that the Mother Lode is finishing up.
Aaron said Stage 3 is a scrape and replace. They are a story down and the
foundation walls are in. There is an underground parking element. There
are free market units on the top floor.
Don asked when the North of Nell starts what is happening with the parking.
Aaron said the parking should be maintained. We only issues 3 parking
permits in the core.
Aaron said the enforcement is with Tim Ware in Parking.
Trish said we are trying to lessen construction parking.
Terry said she counted 11 projects and Cooper Street and Wienerstube are
on hold.
Tony said there is also the Gondola plaza and the Jewish Community Center
is another project that will impact Main Street.

Terry pointed out that the Conner cabins project is very successful.
Tony also said the Dancing bear near the Chart House is going to be coming
forward.
Andrew Kole, public said he is on the Lift One task force. There are 28
people on the task force and it is moving smoothly. The project is owned by
Centurion and Chaffin Light.
Tony said the greatest impact is going to be the Durant corridor.
Andrew Kole asked where people are going to park. Andrew lives on
Cooper and Durant and big metal tool boxes are brought in and dropped off.
Aaron said we are trying to limit to three designated spots for project. If
someone comes in with a car pool they can park in the residential area.
Aaron said Snowmass Village has an old school bus to truck worker into the
sites.
Trisha mentioned the Main Street project at 7`h and Main and the Aspen
Club are two more projects coming forward.
Terry pointed out that there are between 15 and 17 construction projects
coming through.
Dish Aspen mall lease
Mitchell Sheer is the owner of Dish Aspen.
Ed foreign said he is representing Mon Claire who is subleasing from the
Sun glass place. It is a retail ski clothing store.
Karen Setterfield said she is representing the Sun glass place.
Ross Andrews said he is the neighbor directly to the west.
Mitchell requested approval of his outdoor dining on the mall. It would add
vibrancy to the area. The proposal is to have 4 four tops, and two two tops.
The two tops would be right on the property line. The four tops would be
parallel with the city planters.

Karen Setterfield she agrees that outside dining brings vibrancy. The two
little tables and plants are the problem. The Sun Glass Place recommends
that the two tables be removed so that people can walk through the space
and look at the windows.
John said he likes the removal of the two tables from Dish.
Terry said she lives on the mall and for 22 year we have always had outside
dining. The Paragon had solid seating across the front. I like the outdoor
seating and the more seating the better.
Bill said there are perspectives about traffic flow. When people slow down
they have a better opportunity to window shop. In the Frick and Bier report
they recommended having obstacles to slow people down.
Bill said in the past we tried different scenarios.
Karen said having more tables into the stream area is great.
Ross Andrews said he has legitimate concerns as to how far around people
will walk.
Bill brought up Takah Sushi and explained how it works with the walkway
through during the day. It is very successful.
Terry said we want vibrancy on the malls. It brings activity and businesses
to the mall seeing people laughing and eating in the mall areas.
Mitchell said it would look odd if he put a table by the stream area.
Fred if they are buying off and letting Mitchell use their spaces on either
side then the two top can be eliminated.
Ross Andrews and Karen said both stores will be open sometimes during the
evening unti18:00 p.m.
Mitchell said during the day we need the umbrellas. At night we don't need
them.

Don said the umbrellas are not a problem, they need them for sun. Terry
pointed out that people won't sit down without the umbrellas.
Terry asked Mitchell if he would do what he did last year. Mitchell said he
had issues with the two neighbors last year and is trying to work it out.
Ross Andrews said he can live with the proposal with the tables in the
center. It is good to have it out there. I like the idea that the sun glass people
are giving them space.
Fred said if he had to show a window he wouldn't want it blocked. Fred
supported tables in the middle going over to the sunglass place by the
planters.
Don said he agrees with Fred's proposal four tables in the middle going over
to the planter by the Sun Glass place and two tables at the stream.
Karen pointed out that people will have a choice to either walk near the
window or the stream.
Bill reminded Mitchell that the CCLC can withdraw the mall lease anytime.
Fred said you knowingly didn't pay your mall lease for two years.
Bill said if your lapse one more time on your mall lease we won't approve it.
Terry said we are on your team but you need to keep up with your payments.
Commissioner comments:
Bill stated that he disagrees with Louis Swiss selling sandwiches. Don said
we need food at the market and he voted for it.
Terry pointed out that the one way by Boogies works. It is fabulous.
Bill said we need to decide how serious we are about a summertime bike
program and the zip car.
