HomeMy WebLinkAboutcoa.cclc.min.07232008COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 23, 2008 Chairperson, Terry Butler called the meeting to order at 8:30 a.m. Commissioners in attendance: Fred Ayarza, Bill Dinsmoor, Mark Goodman and Roger Haneman. John Starr and Don Sheeley were excused. Ducky Derby Chris Bendon represented the Rotary Club. In the past we had 2 10 x 10 tents next to the fire hearth. This year we will have one tent 10 x 20 as the 10 x 10 tents are worn out. We would erect it Friday night and open it for the Ducky Derby sales. We would be selling T-shirts, hats etc. that coincide with the event. The ducks went up to ten dollars per duck instead of $5. Last year we made $65,000. John asked how much goes to the Duck Derby sponsor. Chris said the sponsorship money from the large ducks is used for the overhead but all the money made from selling the ducks goes to non-profits. Probably 3/4 of the amount collected goes to non-profits. John pointed out that he does not like the proliferation of the large ducks throughout the town. Hopefully in the future we don't have more of them each year. The ducks are an inappropriate use of our rivers. John asked that Chris pass it on to make sure the people at the tent are not too zealous. John also pointed out that the rotary does a great job for the non-profits. Bill asked how many porta potty's where in the Rio Grande. Chris said there will be a cook tent and porta potties. There will probably be around four porta potties. They are requesting a two week permit starting the 26`h of July to sell the ducks on the mall. Bill said maybe the Rotarians should explore other things that might be successful instead of the ducks. Chris said we have had that discussion before at rotary. The ducky derby is an intense event to put on. We have to clean the ducks afterwards etc. Mark said aesthetically the ducks are filling the Hyman mall. In terms of fund raising, the film fest with the painted dogs did not raise that much. Some times fund raising gets stale. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 23, 2008 Fred said it will be interesting to see what the rotary makes on the Ducky Derby. Terry said the ducks casts a broad net of individuals and it makes the tourist feel that they are participating. The kids squeal with glee when they see the duck. The rotary works tirelessly on this event. It involves hundred's of people. The ducks are silly and that is what they are supposed to be. This is a local fund raiser. MOTION: Fred moved to approve the Ducky Derby to beset up July 26`x' for two weeks; second by Mark. All in favor, motion carried. The event will be August 9`~' in the Rio Grande Park. Recycle ordinance. Ashley Cantrell and Janette Whitcomb. Ashley said we had 64 accounts in 2006. In 2007 we added 100 more. In October of 2008 we will have 140. Ashley said with the new ordinance the documents by the Haulers will be completed twice a year instead of once a year. The new reporting document will be reported in tons. Reporting will be done by a combination of the route sheets and sheets from the Pitkin County landfill. We will have more accurate numbers for reporting. From 2006 to 2007 we had a 14% increase in recycling. Ashley went over the changes in the ordinance. We are grand fathering three businesses that take their cardboard recycling to the Rio Grande Recycling Center. In the future this will be discontinued. They are Sandy's office supply, Miners building and the Johnny McGuire building. We are deleting the exemption for separate cardboard hauling by a different hauler. Ashley said we have talked to every business. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 23, 2008 The fourth one, there will be 140 businesses coming under the ordinance. Haulers need to notify the businesses that they are going under the ordinance. Bill said there is a contract between the hauler and businesses which is very tightly written and it is difficult to get out of it. Ashley said they have a form letter that the haulers are required to hand out. Ashley informed the CCLC that we have three commercial haulers. Waste management Waste solutions Rocky mountain disposal VIP The fifth change in the ordinance clarifies the wording for an audit card. If the recycling bin is contaminated with 15 % or more the audit card says it is contaminated and they contact the Environmental Health Dept. Ashley said it is a bundled service with trash and recycling. John said what is the problem in letting the customer know what the two costs are. The Cable Company and Telephone Company identify the individual costs. It is deceptive not to identify the costs on your trash bill. John said he would like to see a line item. Government should be clarifying the costs of a service. Jeanette said it is an EPA program and in that program the two are bundled. Ashley also said they intend to eliminate the sunset provision. John said you don't have a solid base line and that is why some sunset date should remain. Mark asked what the focus of the ordinance is. Ashley said it is to divert stuff away from the landfill. Green house gasses are also an issue and to have a uniform service throughout the City of Aspen. Mark said he agrees that a sunset date should be set. Removing the date hurts any improvements in the ordinance. John said the issue of additional truck runs should be identified and the carbon costs should be identified in the memo of the additional truck runs. Do you have records of who does not belong to the recycling? How many residence and businesses don't recycle and yet get charged. That should be in the memo. Fred said waste management goes down one side one day and the other side the next when they can do one alley and both sides at the same time. Terry said no one has addressed the large dumpsters. Why hasn't the emphasis on trash been an issue? Bill said we came at the recycling ordinance as to how to use our alleys in a more efficient way. Trash trucks are in the alleys six or seven times a day delivering goods and services. A special taxing district should be on the calendar for the future. Terry said the board supports the ordinance but it is not a free service. A sunset date is recommended to be in the ordinance. The ordinance narrowly looks at the program but this is a start. There is a broader picture - staff should be directed to explore opportunities in our alleys, i.e. compactors and force the community into doing the right things.
