This is an application to condominiumize the development that is currently under
construction at 540 East Main Street (Pitkin County Parcel ID# 273707324003). The
property received land use approval in 2016 from the Aspen City Council and the Historic
Preservation Commission to develop a new City of Aspen Police Station and an
affordable housing project. Copies of those approval documents have recently been
provided to you as part of an application to rescind this property's historic designation
(H).
The property is zoned PUB (Public) and is owned by the City of Aspen. Proof of the
ownership of the property, together with the property's legal description, is provided by
Exhibit #1, the title insurance commitment. Authorization for Alan Richman Planning
Services, Inc. to submit this application on behalf of the City is provided in a letter from
the City Manager attached as Exhibit #2.
You provided me a Pre -Application Conference Summary (see Exhibit #3) which states
that the following review procedure must be followed to condominiumize this property:
Condominiumization, pursuant to Section 26.480.050.A.
The pre -application form lists the required contents of this application. In response to
these requirements, the applicant is hereby submitting a draft plat illustrating the
proposed condominium units. It shows that the property would be split into three
condominium units, one each for the police station and affordable housing and a third for
the sub -grade garage. The plat's purpose statement recognizes that once the buildings
are constructed, the condominium plat may be amended to create separate condominium
interests within the affordable housing buildings so the units can be sold to employees.

Section 26.480.050.A of the Municipal Code lists the following two review standards for
an application requesting condominiumization:
1. The Condominium Plat is in an acceptable style and format as prescribed in Title
29, Engineering Design Standards, Plat.
Response: The attached draft plat has been prepared to follow the City's style and
format requirements for condominium plats.
2. The Condominium Plat shall be reviewed and then recorded in the office of the
Pitkin County Clerk and Recorder. No subdivision agreement need be prepared or
entered into between the applicant and the City unless the Community
Development Director determines such an agreement is necessary.
Response: The applicant understands this process and agrees to comply with it.
Conclusion

Director and the City Engineer to process this request. Please let me know if there is
