Re: Recycling Ordinance Notification Letter
I attached 4 example letters for your review. The Environmental Health
department is currently in the process of updating these letters and re-
sending them to the haulers for their use. We would appreciate your
comments and suggestions on how we can better inform residents and
business owners of the details of the recycling ordinance.
Example Letter #1
Waste haulers must give this letter to any new residential customer and/or to
any residential customer that will be coming under the ordinance. Bylaw,
the waste hauler must send this letter to the customer 90 days prior to the
date when the customer may change their contract (to give ample time for a
customer to make changes to their contract).
Example Letter #2
Waste haulers must give this letter to all residential customers who are under
the ordinance on or before December 31 of every year.
Example Letter #3
Waste haulers must give this letter to all commercial customers who are
under the ordinance on or before December 31 of every year.
Example Letter #4
Waste haulers must give this letter to any new commercial customers and/or
to any commercial customer that will be coming under the ordinance. By
law, the waste hauler must send this letter to the customer 90 days prior to
the date when the customer may change their service contract.

The City of Aspen has passed a recycling ordinance that requires waste haulers to include
recycling pick-up in their basic rate of service as well as implement volume based billing.
This means that at the next billing cycle, expiration date or auto-renewal date, your
,service will change. We are required to pick up the following types of recycling material:
Newspaper and commingled (aluminum, tin/steel cans, glass bottles and plastic bottles #1
and #2).
To understand when this change will occur for you please review your trash hauling
contract with us. If you still do not know please contact us at
Other areas you can expect a change include the following:
1. Pick-up of recyclables will be as o8en and on the same day as your trash is picked up.
It will no longer be on different days. Please give us a call if you do not remember which
day your trash is picked up.
2. Your trash containers and billing statements may change to reflect the City of Aspen
requirement that solid waste haulers charge all residential customers based on the volume
of trash collected, which shall be measured by the size of the container used by the
customer. We are also required to charge based upon units of volume no greater than 32
gallons. This means that if you request a 96 gallon container your trash bill could be
broken down into 3 units of 32 gallons and the chazge would be 3 times the base unit
price. The chazge for the second and subsequent units cannot be less than the chazge for
the first unit of volume.
3. The new waste reduction/recycling ordinance requires you to separate your yard waste
from you regular trash. Haulers cannot pick-up your trash if it has yazd waste inside it.
Yazd waste is defined in the ordinance as grass clippings and leaves. If yard waste
contamination is found, an audit card will be placed on your trash container indicating
what our driver found and why it was not picked up by us. If you receive this card give
the Aspen Environmental Health Department a call at (970)920-5039 to learn what to do
with your yazd waste, such as dropping it off at the Rio Grande Recycling Center or
backyard composting. You can also call us if you would like a special pick-up of yazd
waste. It would then be delivered to the Compost Center at the Solid Waste Center for
composting.
4. Although recycling will not have a separate charge, the following services are not
required by the City of Aspen to be included in the basic service, and could carry a
separate charge: Special collection of bulky items, yard waste or contaminated
recyclables; unscheduled pick up of trash, extra volumes of trash, such as bags, boxes, or
bundles, or more than what was subscribed with a hauler for trash. Included in this letter
is a list of containers and services we provide. Give us a call for pricing.
5. Haulers do not have to pick-up recycling material that has not been properly prepared
for recycling and is grossly contaminated (15 percent or more of trash in a recycling
container). If your recycling bin is contaminate, an audit card will be placed on your
container indicating what our driver found and why it was not picked up by us. If you
receive this card give the Aspen Environmental Health Department a call at (970)920-
5039 for help in sorting your recyclables.

This is a reminder that the City of Aspen passed a recycling ordinance in 2005 that
requires waste haulers to include recycling pick-up in their basic rate of service and
implement volume based billing. Volume based billing means that the price of a 64
gallon container is twice the price of a 32 gallon container, and the price of a 96 gallon
container is three times as much as the price of a 32 gallon container. Under this system
residents pay (or save) based on the amount of trash they generate (or reduce).
Things to remember:
• We will pick up your recycling on the same day and with the same frequency as
we pick up your trash.
• Included in recycling service is:
o Newspaper
o Co-mingled (cans and bottles) - #1 and #2 plastic bottles; aluminum, tin,
and steel; and glass bottles and jars
Grass and Leaves are banned from trash. Any trash containing grass and/or
leaves will not be picked up
Areas covered by the ordinance:

that requires waste haulers to include recycling pick-up in their basic service. Unless you
have apre-existing contract extending your service beyond November 25, 2005, and that
has not expired as of today, your service has changed to include recycling pick-up.
Some things to remember about the Recycling Ordinance
• Recycle Service includes

o Office paper
o Newspaper
o Co-mingled (cans and bottles) -#1 and #2 plastic bottles; aluminum,
tin steel cans; glass bottles and jars
Recycle pick up is as often as necessary to prevent overflow
