HomeMy WebLinkAboutresolution.council.082-08RESOLUTION N0.82 (Series of 2008) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, REGARDING AFFORDABLE HOUSING DEVELOPMENT AND THE ASSOCIATED WORK PLAN. WHEREAS the City of Aspen has received recommendations from the Citizens Budget Task Force regazding the following: • Strategic planning and demand analysis for the housing program • Financial and management control systems • Compliance and incentives • Review of development plans for Burlingame Phases 2 & 3; and WHEREAS the City of Aspen has received recommendations from a performance audit performed by Alvazez & Mazsal addressing the following matters: • The City's organizational structure for its development function, staffing, policies and procedures • The development delivery model used for housing program construction • Technological support systems for managing the City's construction programs • Communication planning; and WHEREAS the City of Aspen has received recommendations from McMahon and Associates regazding the following matter: • The City's construction management structure • The development delivery model used for housing program construction • Technological support systems for construction management, budgeting and accounting and the associated softwaze selection • Communication planning; and WHEREAS the City of Aspen is currently working with a group of local Construction Experts to: • Create a higher density alternative for future Burlingame construction; and • Examine alternative models for development of affordable housing units; and WHEREAS, the Aspen City Council understands that the recommendations made by the Citizens Budget Task Force, Alvarez & Mazsal, McMahon and Associates, and the Construction Experts Group will require additional examination, internal coordination, and planning for implementation; and WHEREAS, the Aspen City Council intends to continue meeting the community's need for additional affordable housing; and WHEREAS, the Aspen City Council desires to provide high quality affordable housing at reasonable prices; and WHEREAS, the Aspen City Council understands that project planning for affordable housing must balance multiple community goals; and WHEREAS, the Aspen City Council desires to make the most efficient use of affordable housing resources. NOW, THEREFORE, BE TT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, THAT: Section 1. It is the intention of the Aspen City Council to address each of the recommendation topic azeas mentioned above through the following work programs: • Determine the organization structure for managing the development function and implement it • The selection and implementation of construction and contract management softwaze • The creation of appropriate policies and procedures to guide the construction management function • Staff development and staff selection for the development management function - including possible contract selection for external Project Management support • Review of budget and accounting systems and software and the revision/upgrade of same as necessary • Determine the appropriate development delivery model(s) for use in future projects • Contract benchmazking and changes to contract language for the next development delivery effort ' • Review compliance/enforcement efforts for the housing program and implement necessary changes • Develop additional policy options/incentives for managing the supply and demand for affordable housing -propose to City Council and Board of County Commissioners for their decision and possible implementation • Creation of a Strategic Plan for the Affordable Housing Program INTRODUCED, READ AND ADOPTED by the City Council of the City of Aspen on the LS day of [, 2008.
