"'"' ~ MEMORANDUM TO: Julie Ann Woods, Community Development Director Sarah Oates, Zoning Officer~D FROM: RE: Aspen Writers' Foundation-Temporary Use Permit DATE: May 18,2000 Julie Comins, Executive Director of the Aspen Writers' Foundation, applicant, is requesting a Temporary Use Permit to hold a book bazaar at the Aspen Club Lodge on June 23, 2000 following a session of the Aspen Sununer Words Literary Festival. The Community Development Director may approve Temporary Use Permits not exceeding seven days. Staff recommends the Director approve the Temporary Use of the Aspen Club Lodge for the Aspen Writers' Foundation to hold a book bazaar as part of the June 23,2000 session of the Aspen Summer Words Literary Festival. ApPROVAL: I hereby approve this Temporary Use to allow the Aspen Writers' Foundation to hold a book bazaar at the Aspen Club Lodge as part of the June 23 session of the Aspen Summer Words Literary Festival. Date 6/izl-en.r un Woods, Community Development Director ATTACHMENTS: Exhibit A -- Review Criteria and Staff Findings Exhibit B -- Application 1 "'"' "'"' Exhibit A 26.96.030 Criteria Applicable to all Temporary Uses When considering a development application for a temporary use, City Council shall consider, among other pertinent factors, the following criteria as they, or any of them, relate thereto. A. The location, size, design, operating characteristics, and visual impacts of the proposed use. Staff Finding: The proposed event will be held in an existing structure. The event is community activity which will be held for a short duration. The impacts are minimal. B. The compatibility of the proposed temporary use with the character, density and use of structures and uses in the immediate vicinity. Staff Finding: The structure is currently used as a lodge and is located one block southeast of the Commercial Core (CC) zone district. The temporary use is compatible with the character, density and uses in the immediate vicinity. C. The impacts of the proposed use on pedestrian and vehicular traffic and traffic patterns, municipal services, noise levels, and neighborhood character. Staff Finding: The applicant is holding a literary festival prior to the book bazaar. A temporary use permit is not required for the literary festival, and staff does not anticipate additional impacts generated from the book bazaar. Staff Finding: The applicant is requesting the temporary use for one day, although it is anticipated the book bazaar will only be held for 2-3 hours. A temporary use has not approved for this parcel previously. D. The duration of the proposed temporary use and whether a ternporary use has previously been approved for the structure, parcel, property or location as proposed in the application. E. The purposes and intent of the zone district in which the temporary use is proposed. Staff Finding: The property is zoned Lodge/Tourist Residential (L/TR), and the purpose of the zone district is "to encourage construction and renovation of lodges in the area at the base of Aspen Mountain and to allow construction of tourist-oriented detached, duplex and multi- family residential dwellings." F. The relation of the temporary use to conditions and character changes which may have occurred in the area and zone district in which the use is proposed. Staff Finding: There are no changes in the surrounding land uses that would prohibit this event. ~ r'\ G. How the proposed temporary use will enhance or diminish the generai public health, safety, or welfare.
