RE: Use Determination - Veterinary Clinic in S/C/I Zone
DATE: May 13, 1977
This is a request by Louis Dequine, D.V.M. for a Use Determination
to locate a Veterinary Clinic in the Midland Building behind the
Pitkin County Courthouse. The property is zoned Service/Commercial/
Industrial. The use of a Veterinary Clinic is not listed in the
Aspen Zoning Code.
A description of the proposed use prepared by Dr. Dequine is
attached.
The Planning Office recommends that the Planning and Zoning Commission
determine that this is a use by right in the S/C/I zone where no
regular boarding of animals is permitted and outside runs are not
provided. This application complies with these criteria. As a
practical matter, in reviewing possible locations within the City
for this use the Midland Building was determined to be of the more
suitable sites in the City due to its distance from residential
areas. The present office zone areas of the City contain numerous
Multi-family and Single-family home sites. A Veterinary Clinic could
cause a certain nuisance in these office areas.

ROARING FORK VETERINARY CLINIC
The ROARING FORK VETERINARY CLINIC will be operated by
Doctor Lou Dequine, DVM, and will offer coroplete surgical,
diagnostic, X-ray, and hospitalization services for small animals
at the Midland building office on Bleeker street.
Some remodeling will be done on the existing space to create
the hospital floor plan as~!!iown in the sketch.
Adequate parking is available at the building and the Rio
Grande lot is just 100 feet away. Parking should not be a
problem anyway, as there are seldom more than two clients at
the office at anyone time.
Employees will eventually include one receptionist-tech-
nician and part-time mainte.nance help.
Office hours will probably be non-appointment for a
period in the morning and then by appointment the rest of
the day to allow the doctor to schedule surgery and large
animal calls.
Overnight holding of animals will be limited to surgical
and intensive care patients, probably 3-4 animals at the most
at any one time and usually only a couple. There will be
no regular boarding of dogs at the clinic. The hospitaliza-
tion area will be totally enclos,ed (it is actually inside)
and well insulated against so1,ind.
The aim of this clinic is to provide a complete and efficient
small animal Veterinary service to residents of Aspen and the
Roaring Fork Valley in a convenient Downtown location, and
function as the office of operations for the mobile large
animal service.

The Planning Office of the City of Asrenwill arranae for a
Use Determination hearing before the Aspen Planning and Zoning
Commission on 11ay 17, 1977 to consider your request to locate
a Veterinary Clinic in the Midland Building which is located
behind the Pitkin County Court House and is zoned SIC/I.
We wil-l support this request before the Planning Commission,
as we feel this use to be appropriate for the S/C/I zone. A
Veterinary ClinicwQuld be allowed by right in the Office Zone
but we feel this location to be preferable to any in the Office
Zone,
