Based on the recoIT~endation from the Planning Office,
Jenkins moved to grant the conditional use for the Plum
Tree Inn. Collins seconded.
Johnson asked if all.adjacent land Owners. had been
notified and Mojo stated that the only land owner within
300 feet was the City Clnd then read into the minutes the
letter from the City Manager waiving the City's right
to 15 days notice and that the City had no objection
to the grant of the conditional use permit applied for.
Barnard nay, Johnson abstained. Motion carried.
Mojo explained. that this was a wholesale catalog store to
be located in the VilCor building (formally Housecare) .
He read from Sec. 24-2.lbthat allows for an applicant
to come before the P & Z to determined whether a use not
specified in the code would be permitted. Mojo said that
the Planning Office approved of the use and were going
to recommend to Council to add it to the permitted use
category under SIC/I. Landry asked if there would be any
stock and applicant Patrick Lynch noted that it was a
Sears policy to have some models in the store put since
he had only 2,000 sq ft, he wouldnt be able to handle
much merchandise.
Jenkins said that he was in favor of the use but felt that
it WOuld be better suited for the Neighborhood/Co~~ercial
area and he questioned making it a permitted use. Stanford
said that they had just wanted to have it in the zoning
code and it could be either conditional or permitted.
Barnard moved that it be their determination that this
specific use is a permitted use in the S/CjI. J'ohnson
seconded.
Landry questioned vihether they were giving approval .for
it to automatically become a permitted use but Schiffer
assured her that it was just this case.
All in favor, motion carried.
Schiffer noted that he had not had a chance to read over
the amendments sent in their agenda packets and Mojo
thought that they could submit written comments to his
office by the following MOnday if they so desired.
Barnard moved to adjourn and Jenkins seconded. All in
favor, meeting adjourned at 5:42 p.m.

Ladies and Gentlemen:
Many Aspen residents regularly order 'material from the
Sears and Roebuck mail order and catalogue facility in
Glenwood Springs, making the long drive to and from
Glenwood to pick up merchandise. According to the Sear's
figures for 1973, 1417 households in the Aspen area
regularly order from Sear's catalogues, some 33% of the
Aspen area resident population.
There is a community need for a Sears and Roebuck catalogue
and mail order facility in Aspen, and I request approval
for the use of one-forth of the space in the House Care
building for this use.
As you know, the nature of a catalogue store is simply to
take orders and disburse merchandise upon arrival. It is
not a conventional retail operation in that catalogue sales
comprise the overwhelming majority of transactions. Of the
orders placed, oyer 50% are made by phone and later picked
up, with the average customer spending an estimated 8 minutes
in the catalogue facility. The average number of customers
per hour is between 4.69 and 6.26 (based on an average
purchase of $30 to $40 per customer, store working hours of
43 hours per week, 52 weeks a year, and a gross sales volume
of $300,000 annually).
This use, I believe, is in line with the ~nterits and purposes
of the Aspen Land Use Plan in that neighb6rhood commercial uses
are called for in that general area of Aspen. In fact, if the
Shotland project had gone, I would have gone in that space.
With regard to space ut~lization, I've attached a drawing of
the current space utilization in that part of the House Care
building, and also a drawing bf the proposed space re-arrangement
for the catalogue store. As you will notice, the facility is,
in fact, a catalogue store, with 80% of the 2000 square feet
being allocated only to storage and order desks. There is a
small amount of space allocated to display of such large items
as refrigerators, but this amounts to only about 20% of the
total.

Parking wise we will require 8 spaces (4 per thousand feet),
The current parking easement is 3745 Iquare feet, and will
accomodate 23 vehicle parking spaces (based on th. size of the
regulation parking space). This totals 8 spaces for the
Catalogue facility, 8 for Vfl'cor (2 per thousand feet for
the 4000 square f.et they will retain), and 6 for the other
tenants of the building (the AspenR~pair Service and a
machine shop), totaling 22 spaces.
The House Care building is zoned for SIC/I, and I believe
a catalogue store is an unanticipated use in this area.
I respectfully ask that this use be approved in the House
Care building. We will be using space in an already existing
building, it is in an area of the community designated for
S/C/I and Neighborhood commercial, and I ask for your approval
of the use of the space for the purpose of a catalogue store.
