HomeMy WebLinkAboutminutes.apz.20081202Ashen Planning & Zoning Commission Meeting Minutes -December 02, 2008 Stan Gibbs opened the regular Planning & Zoning meeting at 4:30 pm in the Sister Cities Meeting Room at 4:30pm. Commissioners Bert Myrin, Mike Wampler, Stan Gibbs, Dina Bloom, Jim DeFrancia and LJ Erspamer were present. Cliff Weiss and Brian Speck were excused. Staff in attendance were Jim True, Special Counsel; Ben Gagnon, Jason Lasser, Jennifer Phelan and Angela Hingley, Community Development; Jackie Lothian, Deputy City Clerk. COMMENTS Bert Myrin spoke about smoke detectors and carbon monoxide detectors and the importance of them. Myrin noted that the light bulbs could be seen standing across the street from the Limelight on the fourth floor. Stan Gibbs asked if the minutes were public. Jim True responded the minutes were public record and Robert's rules said that they were a recording of what was done at the meeting. Toni Kronberg, public, spoke about the Lift One Master Plan and the mountain connections. DECLARATION OF CONFLICTS OF INTEREST Bert Myrin recused himself from the ZG Master Plan. CONTINUED PUBLIC HEARING: ZG MASTER PLAN Stan Gibbs opened the continued public hearing on the ZG Master Plan. Ben Gagnon said the Zupancis-Galena Partnership had not met since the Nov. 18 meeting and it is unclear whether or how the partnership wishes to proceed, and requested the commission continue the meeting without a date certain. MOTION: Jim DeFrancia moved to continue the ZG Master Plan to an undecided date in the future; seconded by JL Erspamer. All in favor, APPROVED. CONTINUED PUBLIC HEARING: 411 SOUTH MONARCH, DANCING BEAR LODGE PUD AMENDMENT Stan Gibbs opened the continued public hearing on the Dancing Bear Lodge PUD Amendment. Angela Hingley said that the revised plans show a smaller structure with the footprint of the enclosure now at 9 feet by 11 Y2 feet. The enclosure has been pulled back from the northwest parapet by about 3 feet and the height reduced to 7 feet 7 inches. Ashen Planning & Zoning Commission Meeting Minutes -December 02 2008 Eban Clark, representing the applicant, said that the height and mass were reduced and he thought the architect should be present to answer questions from the commissioners. Jim DeFrancia and Bert Myrin said that they have done a site visit. Mike Wampler thought that this application should be passed now. LJ Erspamer, Dina Bloom and Stan Gibbs agreed to a site visit on the roof and to wait for the architect. Public Comments: Toni Kronberg, public, commented on Susan O'Neal's letter. Staff and the Commissioners replied that letter was withdrawn by Susan O'Neal. MOTION: Jim DeFrancia moved to continue the public hearing for the Dancing Bear PUD Amendment to December 16`" with a site visit at noon; seconded by Bert Myrin.
