MINUTES OF DECEMBER 17, 2008
Chairperson, Terry Butler called the meeting to order at 8:30 a.m.
Commissioners in attendance: Bill Dinsmoor, Andrew Kole, Mark
Goodman and Roger Haneman. Excused where John Starr, Don Sheeley,
and Fred Ayarza.
Staff: Kathy Strickland, Chief Deputy Clerk
Terry said the market draws so many people that if it encompassed another
block on E. Hyman people would stay longer and return the same day.
With the expansion we want to accomplish patrons coming out of the market
and seeing signs etc. up the mall area. Then they would walk down the mall
and up Cooper mall. People on the mall would also see the activity of the
market and walk down from the mall.
Terry said we do not want to obstruct businesses. People could be seen and
other people could see them. We need to do this as safely as possible. We
need to make sure the electricity works and we work with the fire
department.
Bill said the market is the third most important event. Skiing is first and the
MAA second. Tourists love it and the vendors love it.
Ed VanWalraven, fire marshal said a half block wouldn't impact the Fire
Department. The major concern is the Elks Bldg. which is a four story
building.
Andrew asked how far down E. Hyman would be needed for a fire truck.
Ed said we would need to the middle of the Mason Morse building.
Andrew asked what the impacts would be if we used the Little Annie's side?
Ron Christina, Electric Department: Ron said there is no electricity on the
north side of Hyman near the Mason Morse building. There is electricity on
the south side of Hyman right beside Little Annie's.
Ed also said that the alleys need to be left open.

Terry pointed out if people see activity they would come down the street.
Bill said with the dimensions we wouldn't have large rigs on that street.
Bill asked Ed how he would envision the intersection. Ed said the
barricades would be at an angle.
Mark said he had an electrical question not related to the market. Are there
additional electric lines on the mall? Is there additional lighting with LED
lights.
Ron said only Cooper mall has more power up to the information booth.
Hyman mall is exactly the same as far as circuits and electricity.
Ron brought up the question of a transformer in the alley on S. Hunter for
the market. The cost for a transformer would be over $100,000. With the
city budget and current economics it is not possible to install a transformer.
Ron said the Water Department purchased three solar generators for the
market. Ron said he will work on them to see if they can produce more
electricity for the market. If they work that would solve the problem.
Kathy pointed out that she met with Lynn Rumbaugh from Transportation
and there were no issues. Lynn thought it would be a good idea as the
Galena Shuttle could stop right in front of the market.
Kathy also talked to Tricia Aragon from Engineering and they had no issues
or impact concerns.
Terry said we need to find out how many parking sports will be lost.
Andrew said we also need to figure out how you access the parking lot on
the comer of S. Hunter. We need a plan to get into the lot.
Roger said he thinks the parking lot didn't go along with the sale of Little
Annie's and the art studio.
Terry said we need to invite all the businesses on E. Hyman Street that will
be impacted.
Bill said we need to contact everyone.
Mark suggested having a sign off sheet.

Bill said he would talk to Little Armies, Heather Isberian and Mason Morse.
Andrew said he would contact the Water Works, parking lot and Little
Annie's with Bill.
Terry will contact Barberry, Stephen's furs, Blooming birds, Vectra Bank.
Terry said Black pearl and Wind River also need contacted.
Roger suggested we have a map at the meeting.
Aspen Saturday Market
The Saturday Market has been in existence for 12 years.
The market is a well established event and it is the third most well attended
event. Skiing is first and the MAA is second. IT is a very mature event and
people look forward to it. People plan their week around the Saturday
market.
It is destination shopping.
The intent is to bring the business opportunity to your store and connect it to
the mall.
With the expansion we would have better pedestrian flow to the mall and
more foot traffic to the core on the Hyman and Cooper malls.
In the market we estimate 50,000 people going in and out.
70% of the spenders at the market are our tourists.
Create a better experience and excitement in the market. Patrons will spend
more time at the market if it expands.
Our goal is to tie the market into the malls and unify the two.
With the expansion we will have complimentary and the appropriate mix in
the market.
We would create a more walking downtown environment.

There would be loss of parking spots but it would be counterbalanced by
increased foot traffic.

Andrew brought up TV's as displays in business windows.
Terry said she feels the code is archaic. It was meant for businesses when
we had a lot of activity outside.
Kathy said you would need to go to P&Z to possibly limit the prohibition of
TV in windows.
Bill said addressing one line of the sign code is not a good idea.
Andrew said the question is should TV be allowed to be used in windows.
Terry said she is in favor of anything to help retailers.
Mark said the content on the TV the medium is the message.
Andrew said what they are selling in their shop should be allowed to be used
as part of how they display and use their windows.
MOTION: Andrew moved that Terry and Staff talk to Steve Barwick and
Chris Bendon about the sign code. Motion second by Bill. All in favor,
motion carried.
