THIRD ST., ASPEN INSTITUTE, ASPEN MEADOWS, LOT 1B, CITY AND TOWNSITE ASPEN. RESOLUTION NO,11,'S~RIES OF 2008 PARCEL ID: 2735-121-29-809 WHEREAS, the applicant, The Aspen Institute, represented by Jim Curtis, Planner, has requested Major Development (Conceptual) for alterations to Paepcke Auditorium, located at 1000 N. Third St., Aspen Institute, Aspen Meadows, Lot 1B, City and Townsite Aspen; and WHEREAS, Section 26.415.070 of the Municipal Code states that "no building or structure shall be erected, constructed, enlarged, altered, repaired, relocated or improved involving a designated historic property or district until plans or sufficient information have been submitted to the Community Development Director and approved in accordance with the procedures established for their review;" and WHEREAS, for Major Development Review, the HPC must review the application, a staff analysis report and the evidence presented at a hearing to determine the project's conformance with the City of Aspen Historic Preservation Design Guideline per Section 26.415.070.D.3.b.2 and 3 of the Municipal Code and other applicable Code Sections. The HPC may approve, disapprove, approve with conditions or continue the. application to obtain additional information necessary to make a decision to approve or deny; ana WHEREAS, Amy Guthrie, in her staff report dated May 28, 2008, performed an analysis of the application based on the standards, found that the review standards and the "City of Aspen Historic Preservation Design Guidelines were not met and recommended the application be continued for restudy; and WHEREAS, at their regular meeting on May 28, 2008, the Historic Preservation Commission considered the application, found the application was consistent with the review standards and "City of Aspen Historic Preservation Design Guidelines" and approved the application with conditions by a vote of 4 to 2. NOW, THEREFORE, BE IT RESOLVED: HPC hereby grants Major Development (Conceptual) approval for Paepcke Auditorium, located at 1000 N. Third St., Aspen Institute, Aspen Meadows, Lot 1B, City and Townsite Aspen, with the following conditions: 1. Restudy the new walls (exterior) of the addition to be more sympathetic to the existing portion of the building. 2. Work on a landscape plan that is congruent to'Herbert Bayer's designs. The plan has to be acceptable to the HPC. 3. Existing trees to be retained as much as possible and if some need to be removed, HPC must be informed as part of the review process. Trees to be removed should be indicated on a site plan. 4. The cooler is not approved in the proposed location. 5. No wall to be built on the walkway. 6. A model must be presented at final particulazly to demonstrate the changes proposed for mechanical systems on the roof. 7. The new overhead doors into the auditorium are to be looked at more closely and designed to be more sensitive to the, existing ~chitecture. 8. Restudy all existing materials and preserve them. 9. Do not remove any other exterior walls over those indicated on the plan tonight. 10. Applicant must come back to HPC for a workshop that addresses these points before going to City Council.
