Rick Lofaro, Director of the Roaring Fork Conservancy, and I will be appearing before you on Feb. 3 to
give you a summary briefing on the Phase I of the Roaring Fork Watershed Plan -the State of the
Watershed Report -and to let you know our plans for Phase II of the Plan.
The Roaring Fork Watershed Plan was initiated over two years ago with discussions among the
participants in the Watershed Collaborative regarding the need for a comprehensive study of local water
resources, threats to those resources, and strategies for maintaining and improving local water
resources. The Ruedi Water and Power Authority has been the sponsor of that study effort and the
Roaring Fork Conservancy has been the Authority's principal contractor for Phase I, the State of the
Watershed Report. The Report was officially released on Dec.4, 2008 and copies of the Report's
Executive Summary were delivered by mail to all elected officials in the valley in late December. We will
be happy to answer questions on the Summary or the entire Report which can be accessed via the
Internet at www.roarinafork.or~/watershedplan. Both Aspen and Pitkin County have requested printed
copies of the entire document for your reference libraries-those copies are currently in production.
Our presentation on Feb. 3 will highlight some of the major findings of the State of the Watershed
Report including some findings specific to Pitkin County and to the upper Roaring Fork and Maroon-
Castle Creek drainages. We will also discuss Phase II of the Watershed Plan which will consist of a
watershed-wide series of public meetings aimed at identifying long-term goals, short-term objectives,
immediate projects and policy recommendations.
We appreciate the strong support that Aspen and Pitkin County have provided to this planning effort.
We think that the State of the Watershed Report is a valuable addition to our understanding of local
water resources and we look forward to working with you and your respective staffs to determine how
we can best apply that understanding to the preservation and enhancement of our local water
resources.

RE: Aspen Area Community Plan Update
REQUEST OF COUNCIL, COMMISSIONERS, P&Zs: There is no formal action requested at
this time. The purpose of this meeting is to review the overall progress of the update to the
Aspen Area Community Plan. While no official action is required, staff would like to get
feedback on a number of issues. This is a joint meeting with the City Council, County
Commissioners, and the City and County Planning and Zoning Commissions.
BACKGROUND: The public process for the update to the Aspen Area Community Plan began
in September of 2008. A great deal of information has been generated and provided to the
Board, Council, and P&Zs since that time, including:
• State of the Aspen Area: 2000 - 2008
• Economic White Paper
• City of Aspen housing survey
• Small Group meeting synthesis
• Survey Results (provided at 2/3/2009 work session)
• Large Group meeting keypad results (Attached as Exhibit A)
• AABC meeting minutes (sent to Pitkin County Commissioners and P&Z by County staff)
All of this information is also available on our website, www.aspencommunityvision.com.
DISCUSSION: City and County staff, along with consultants from Design Workshop and 4C,
ran a series of large public meetings on the update to the Aspen Area Community Plan on
January 27`h and 315`. Staff would like to hear general impressions of the Community Vision
meetings from the Board, Council, and P&Zs. We'd like to hear if there was anything surprising,
anything that stuck out, etc. At the time of this memo, results from the January 27~" meeting
were available, and have been attached to this memo as Exhibit A.
One of the next steps in the process will be to draft a section in the plan on the topic of
Governance, which has never been done before. Because of your unique perspectives, staff
would like to ask members of the Board, Council and P&Zs to begin reflecting on the concept of
how representative government works in the city and the county. We'd also like to hear from you
if you think this is a worthwhile section to include in this update. While we'd like to get some
initial thoughts at this meeting, we will set aside more time aside at subsequent meetings.
Linda Venturoni will be at the work session to go over the results from the survey. She will
provide an executive summary to the Board, Council, and P&Zs at the meeting. If any member
of the Board, Council, and P&Zs would like the full copy of the survey results, please let staff
know at the meeting. The complete results will also available on our website,
www.asoencommunitvvision.com, on February 2nd.
Finally, staff will give an overview of the next steps in the process. Staff has not begun writing
the update, but will begin the first week in February. Our goal is to get a first draft of the plan to
you by the 18th of February. At the same time, the plan would be made available to the public
on our website. Following the release of the draft to the Board, Council, and P&Zs, and the
public, staff proposes the following schedule:
