Regular Meeting Aspen Planning and Zoning Commission June 22, 1976
b4eeting was called to order by Chairman Chic Collins at 5:15 p.m. with members
Roger Hunt, Danny Abbott, John Schuhmacher and Allison Downing present. Also
present was City/County planner, Bill Kane and Hal Clark of the Planning
Department. Also City Attorney Sandra Stuller.
Approval of Pdinutes Hunt moved to approve the minutes of bSay 18, 1976 with
the following correction: Page 1, paragraph four, line
13, correct the word "amendded" to "amended". The
motion was seconded by Abbott. All in favor, motion
carried.
Hunt moved to approve the minutes of June 1, 1976, with
the following corrections: page 3, paragraph four,
line 12 the word "abotting" should be "abutting"; page
4, paragraph one, line 13, after the word "on" add
"Smuggler Street". The motion was seconded by Abbott.
All in favor, motion carried.
Black Swan Clark explained that Black Swan was previously called
Preliminary Plat The Cottonwood. Clark asked that the name be changed
and the applicant changed it to Black Swan Hall.
Conceptual Subdivision approval was given on April 20.
The planning office is recommending approval of the
preliminary plat. The project has four units on .43
acres of land. There was a problem with the number of
parking spaces; however, since the project is a PUD
the .number of parking spaces can be varied. Due to
the close proximity the project is to the town, and
the availability of pedestrian trails in town, the
planning office is recommending 8 parking spaces. The
Planning Office is also requesting to keep access off
the drive to the Gleason property.
Motion Hunt moved to recommend approval of Black Swan preliminary
Subdivision plat as submitted June 7, 1976, and conditione
upon the comments of the Planning Office and the City
Engineer's comments in the memo dated June 10, 1976;
further conditioned that the sidewalks, curb and gutters be
reviewed by `Lhe City Enginner and the units be occupied not less
than a six month lease basis; seconded by Danny Abbott.
All in favor, motion carried.
Aspen Main Clark explained this is a conceptual subdivision for the
Conceptual Aspen Main Condominium. It will consist of 6 units
Subdivision located on Main Street on lots 2 and 3 west of the
Original Curb Condominiums. The property is zoned
O-office. The planning Department is recommending
approval of the project. The developer of the project
is Bayard Hovdsven. Also the City Engineer had no
problerL: with the project.

of the Aspen brain Condominiums conditioned upon the
comments of the City Engineer's memo dated June 10,
1976; seconded by Abbott. All in favor, motion carried.
Brian Goodheim Brian Goodheim was present to discuss with commission
Housing Authority members what he, as housing authority, is planning
to do with the housing for Aspen employees. The
commission was basically concerned with approving
apartment rental units to be condominiumized. Members
feel there will not be enough rental units for the
employees of Aspen, thus creating them to move down
valley. Also, because the rent will be too high for
