Special Meeting Aspen Planning and Zoning Commission April 13, 1976 Meeting was called to order by Chairman Chic Collins at 5:20 p.m. with members John Schuhmacher, Roger Hunt, and Allison Downing present. Pat Dobie was excused. Also present was City/County Planner Bill Kane and John Stanford from the Planning Department. Approval of riinutes Hunt moved to approve the minutes of the April 6, 1976 meeting with the following corrections: page one, para- graph 2, fifth line "Hunt should be "hunt's---; page one paragraph 2, sixth line should be "method"; page three, paragraph three, line three should be "distri- bution"; page four, paragraph four, the beginning of the paragraph should read--Collins suggested having a Special Meeting for the Dlall to discuss a resolution in support of the mall. The motion to approve the minutes was seconded by Schuhmacher. All in favor, motion carried. Consider Resolution Collins mentioned that at the last meeting it was suggested drafted in support to have the Planning and Zoning Commission draft a of the mall resolution in support of the mall. Discussion was held ~•F~~L~~a=---as what rnembers felt should be added in the resolution. Schuhmacher liked the malls but questioned what will be done with the parking problem with the cars. Downing suggested making the development of the Rio Grande site and the development of an effective transportation syste~u work, so the cars can be taken care of, and the people can be transported from the Rio Grande site on a regular basis. Iunt suggested having the shuttle go through the mall and not just the periphery of the mall. Convenience is not being considered and instead the cars are being pushed out further from the core area. Collins felt the main problems that keep coming up are the parking and the transit system. Collins asked if the Planning Office could draft a resolution, having the general tone in support of the mall extension and h~a.~"at the same t mi e certain conditions and certa n reser- vations ar-e looked ea--i'rit~erms of parking "ana~ transit. Stanford questioned if the Planning and Zoning would like to also add in the resolution that the parking and the Transit system are being considered as priority work items for tl~e Planning and Zoning commission. Collins entertained a motion to Have the Planning Office draft a resolution which is substantia'ily in support of the mall expansion with certain reservations. Because eventauily the par];ing problem and the transit system is going to have to work. Kane r.-Eentioned the alternatives that can happen with the mall. The planters can be removed and the cars can go back in the streets; they can be left the way the are~~ or they can be improved. However, there are few pro- peer~~s-to leave the malls the way they are. Another concern of the commission was to let transit vehicles into the malls and to have some type of delivery vehicle in the mall.
