Regular Meeting Planning and Zoning Commission January 13, 1976
The meeting was called to order by Jack Jenkins, Chairman. Members present
were F3a1 Clark and John Stanford of the Planning Office, Danny Abbott, Roger
Hunt, Bill Kane of the Planning Office, Chick Collins and Patrick Dobie.
Special Guest was Ester Beamer of the Supermarket cacus.
The meeting was opened with the presentation by Ester Beamer on the
Supermarket proposal.
Presentation Ms. Beamer presented each member of the Committee
with a packet of letters that were mailed to the
council from persons commenting on the Supermarket.
These were people that had written in within four days
before Council made a decision on the Truman property.
Mr. Jenkins was inquisitive as to what had gone on
at the City Council meeting the previous night in
regards to this subject. Hal Clark informed the
group that there had been an hour's discussion on
this subject, and that it was tabled. The entire
problem arose because this item was not placed on
the Council Agenda until Monday noon by the City
Manager. Therefore, all interested persons could
not be informed that this was going to be discussed.
Bill Kane stated that Larry Yaw appeared before
Council and made a presentation on December 23, when
there were only four council members present. They
had a straw vote and it was decided to go back to the
drawing board. The matter was tabled because the
general consensus was that the building was too large
and they would rather that the matter be tabled rather
than completley dismissed.
Ms. Beamer continued with the presentation and related
the figures that 30,000 people in the winter eat here.
Of that figure, 5,000 eat in Restaurants, this leaves
25,000 people buying groceries. The 20,000 are
supposed to be residents or full time people .and this
is figured on the 7~ growth rate. At 3~ growth rate,
in five years the 8,000 locals will increase 3,000 plus.
You can see the growth rate here. The City market here
is 12,000 square feet. The City Market in Glenwood,
food and storage is 20,000 square feet, and the Safeway
in Glenwood, food and storage is 28,000. The problem
with the City Market here is the lack of shelf space.
There is also a shortage of storage space. City Market
would welcome the competition of another supermarket.
Currently, they bring in 25 Semi trucks each week,
they have 165 employees, some working nights unloading
these trucks trying to keep up with the outflow.
There have been several suggestions to help them cope
with the lack of space, possibly bringing the front
of the store out an additional 10 ft, but this would
seriously cut down on the parking space. Another
suggestion has been to add another floor. Ms. Beamer
related these problems to people going down valley
for their shopping needs, such as to Glenwood Springs
or even Basalt. She does not feel that 12,000 square
feet will alleviate the problem substantially. This
would not allow for sufficient storage space to make
the economy size products available to the customers.
The City Market here cannot provide this at this time
because of the shelf space problem.
Bill Kane related that what was being suggested was
a 15,000 square ft. store, with 3,000 storage with

Jack Jenkins did not feel that high cost of parking
and tickets will not prevent the tourist from bringing
in his car. All this will do is add irritation.
Hal Clark acknowledged that this is simply an in-
cremental step towards the problem, not the absolute
solution. Mr, Graminger questioned whether this
plan was differentiated between summer and winter,
and Mr. Jenkins related that the whole problem was
worse during the winter and therefore this whole thing
has been centered around the winter season.
It was the general consensus that in order for this
plan to be effective it would need ample publicity,
emphasis on transit, the argument to the PUC for
additional means to provide transit. It was suggested
that cooperation between the lodges and the planners
will be imperative. All the lodges will have to end
up on an equal basis in relation to the parking so
that the system will work. The problem of the ski
corporations and their people that ski, they have
built their ski areas and have inadequate transportation
and parking for the skiers. They have shouldered
this responsibility on to the City.. The city is now
trying to phase this responsibility back on to the
ski corp. It was acknowledged that this system is
just a plug in until the mass transit can be developed
to handle the excess people, Tt was suggested that
part of the fees collected on the high parking permits
be put towards the mass transit system.
It was reccommended that copies of the report be
given and distributed to any members that might not
have one.
It was moved that the meeting adjourn, It was reminded
to the members that the UMTA presentation would be
brought up at the forthcoming City Council meeting,
the Park Maintenance sheds also would be brought up.
