A RESOLUTION IN SUPPORT OF THE AMERICAN CLEAN ENERGY AND SECURITY
ACT OF 2009.
WHEREAS, The American Clean Energy and Security Act of 2009 (a.k.a. the Waxman-
Markey Bill) is moving through the U.S. Congress, and
WHEREAS, the Waxman-Markey bill will implement a national cap and trade system on
climate pollution, and
WHEREAS, the City of Aspen has adopted Canary Action Plan goals to reduce local
greenhouse gas emissions 30 percent by 2020 and 80 percent by 2050, and
WHEREAS, the Waxman-Markey bill calls for national greenhouse gas emissions
reductions of 17 percent by 2020 and 83 percent by 2050; and
WHEREAS, federal action is necessary to significantly reduce climate changing
greenhouse gas emissions, and
WHEREAS, there will be resources for local governments to reduce greenhouse gases
and adapt to climate change as a result of a national cap and trade system, and
WHEREAS, it is imperative that the U.S. arrive at the international climate negotiations
in Copenhagen in December 2009 with a strong law to curb greenhouse gas emissions, and
WHEREAS, there has been submitted to the City Council a letter from the members of
Aspen City Council, a copy of which letter is annexed hereto and made a part thereof, urging our
elected representatives to vote in favor of the Waxman-Markey bill,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ASPEN, COLORADO:
That the City Council of the City of Aspen hereby strongly urges passage of the
American Clean Energy and Security Act of 2009 and signs the letters to U.S. Representative
John T. Salazar and U.S. Senators Mazk Udall and Michael F. Bennet on behalf of the City of
Aspe z3 ~
