A RESOLUTION OF THE CITY OF ASPEN, COLORADO, THE TOWN OF SNOWMASS
VILLAGE, COLORADO, AND THE COUNTY OF PTTKIN, COLORADO, REQUESTING
THAT THE STATE OF COLORADO DEPARTMENT OF TRANSPORTATION KEEP
FUNDING FOR CONGESTION MITIGATION AND AIR QUALITY (CMAQ) GRANTS
AWARDED TO RURAL PM-10 MAIIVTENANCE AREAS AT TI'S CURRENT LEVELS.
WHEREAS, the City of Aspen and Pitkin County were designated PM-10 nonattainment
areas in 1987 and achieved maintenance area status in 2001 as a result of strong traffic reduction
measures implemented in conjunction with the Town of Snowmass Village such as free transit,
paid pazking, the construction of a bus-only lane and pazk & ride facility as well as other
pollution prevention measures such as limits on wood burning devices and restaurant grills; and
WHEREAS, the Roaring Fork Valley is particulazly vulnerable to pollution problems due to
its narrow valleys and intense inversions; and
WHEREAS local PM-10 levels experienced several times a yeaz are at levels that have
been associated with increased hospital admission rates, respiratory illnesses, and deaths from
respiratory diseases; and, in winter 2008-2009, Aspen recorded the highest ozone level ever
experienced on Colorado's western slope; and
WHEREAS, 83%o of local PM-10 pollution on high pollution days is caused by high traffic
volumes; and
WHEREAS, since 2000, the City of Aspen and Pitkin County have utilized CMAQ funding
to implement a number of effective projects such as roadway paving, street sweeping, carpool
matching, cazshazing, employee vanpooling and trail construction; and
WHEREAS, maintaining compliance with federal health standards requires continued
efforts to ensure that traffic and PM-10 levels do not increase.
NOW, THEREFORE, BE TT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN,
THE TOWN COUNCIL OF THE TOWN OF SNOWMASS VILLAGE, COLORADO, AND
COLORADO, AND THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF
PTTKIN COUNTY, COLORADO:
That the City Council of the City of Aspen (Michael C. Ireland, Mayor), the Town Council of the
Town of Snowmass Village (Bill Boineau, Mayor) and the Board of County Commissioners of
Pitkin County (Patti Clapper, County Commissioner) hereby request that the State of Colorado
Department of Transportation maintain current levels of CMAQ funding awarded to rural PM-10
maintenance areas statewide.
