MINUTES OF AUGUST 5, 2009
Chairperson, Terry Butler called the meeting to order at 8:30 a.m.
Commissioner in attendance: Bill Dinsmoor, Andrew Kole, Don Sheeley
and Fred Ayarza. Excused were John Starr, Mark Goodman and Roger
Haneman.
Staff: Kathy Strickland, Chief Deputy City Clerk
MZBZ III suggested doing a XMAS festival or Oktoberfest. He mentioned
that Warren Klug from the Aspen Alps does a live broadcast on the Internet
during the holidays.
Debbie Braun, president of the Aspen Chamber Resort said Oktoberfest is
occurring at the Wienerstube. The ACRA is working with the owner Harold
Neuweg. MZBZ should contact them and get involved.
Andrew said the golf special event was short on funding and got $7,500 out
of the special events fund. Don said they had between 12 and 17 teams.
Aspen Local Marketing District -ALMD
Debbie Braun said the marketing district is focused on commercial property
owners. It is a two part process. First the boundaries were defined. The Inn
at Aspen is not in the boundaries but will contract when all is formed. We
needed 50% of the property owners to sign and we got 60%. The first
reading was last Monday. The public hearings are August 10~' and Aug.
24`h. The commercial property owners signed the petition. We are asking
through the public hearings a ballot question for the November election.
Only those that reside and are registered voters who live inside the district
can vote. There are about 750 voters inside the district. About 195 are
inactive voters. The district is asking fora 1% lodging tax. The ALA.
Aspen Lodging Association set the 1% and City Council has set a sunset of
five years.
Debbie also pointed out that they will be working on a benefit sheet when
the funds are allocated.
Roger said this is the way for the ALMD to get funding.
Debbie said yes and if it passes in November the tax will be collected in
January.

Andrew pointed out that City Council can end the district in 90 days so there
is no need for the sunset.
Debbie said there is a marketing committee in place and they meet monthly.
It is a 26 person committee.
Bill asked about the overhead costs once the funds come in. Debbie said all
the structures in the chamber are in place and we wouldn't have to hire
anyone else. It is all tied in with the ACRA.
Terry said we need a good reason to do this. Debbie said that is part of the
marketing fund. The money would go to the advertising not the
maintenance of an event. The guiding principle is to get people into town.
Fred agreed that people need to know where the money is going to be spent.
Debbie asked CCLC for their support for the council meeting.
Motion: Don made motion to support the Aspen Local Marketing District;
second by Fred. All in favor, motion carried.
Aspen Area Community Plan -AACP

CCLC discussed what should the AACP be long term.
There is an opportunity for messy vitality and our town is an amenity.
