RE: Stormwater Program (i.e. Clean River Initiative) Annual
Report
SUMMARY: Staff is presenting recent progress of the Clean River Initiative and the
direction of the program for the future.
BACKGROUND: In 2006, due to many reports of degraded water quality in the
Roaring Fork River (River) within the City of Aspen city limits and a 2001 Stormwater
Master Plan that identified an undersized Stormwater conveyance system, a Citizens
Review Committee (CRC) was established to discuss the adequacy of Stormwater
management activities in the City of Aspen. That group determined that the Stormwater
management activities were inadequate and that an improved program must be
implemented in order to repair and minimize Stormwater impacts to the River, upsize and
improve the City's inadequate and aging drainage system, and prepare for increasing
state and federal regulations for municipal Stormwater management programs. The CRC
recognized the funding shortage for improved Stormwater management and discussed
several different funding options. It was decided that a combination of funding sources
from taxes and system development fees would be the best option for Aspen. In May of
2007, City Council approved a System Development Fee of $2.88 chazged to each
impervious squaze foot of redevelopment and new development in the City. In
November 2007, Referendum 2B was passed that approved funding for the Clean River
Initiative by special tax of .065 mils.
DISCUSSION: A Stormwater manager was hired in May 2008 to manage and
implement the Clean River Initiative. Since that time the Stormwater program has
focused on:
Preventing pollution from construction sites - we have begun to more strictly
enforce the installation of erosion prevention and sediment control measures,
o Mechanical Removal Structures will be installed along edge of streets
for the purpose of removing street pollutants such as sediment, oil and
grease, grit, gravel, and sand. Will involve removal, replacement, and
improvement to streets, curb and gutter, inlets, and catch basins.
o Street Drainage Corrections are planned for high priority sections of the
system. Most of the City's drainage system is undersized and needs to be
upgraded. Those improvements are planned to begin with Francis Street
and Ute Avenue. As funding allows, those improvements will be
continued beginning with high priority sections and working down to low
priority then to changes from corrugated metal pipe (CMP) to more stable
reinforced concrete pipe (RCP).
o Street Drainage Corrections are planned to improve drainage facilities
following the master planning of those azeas to determine necessary
improvements
Other Capital Improvement Projects were identified as necessary by the CRC. However,
current funding levels and estimated revenue projections will not allow for completion of
these projects. Funding shortages are due to decreased development and redevelopment
within the City, therefore decreased revenue from the System Development Fee.
The intent of the CRC was for the revenue from taxes to fund $12M over 15 years to
cover the operating costs of the program and for the System Development Fees to cover
the capital projects for the program. Under current projections the taxes are generating
more revenue than development fees.
