HomeMy WebLinkAboutcoa.cclc.min.110409COMMERCIAL CORE & LODGING COMMISSION MINUTES OF NOVEMBER 4, 2009 Chairperson, Terry Butler called the meeting to order at 8:30 a.m. Commissioners in attendance: Andrew Kole, Don Sheeley and Bill Dinsmoor. Excused were John Starr, Mark Goodman and Fred Ayarza. Staff: Jim True, Special Counsel Kathy Strickland, Chief Deputy Clerk Agriculture Chairperson, Dave Whittlesey and Sue Whittlesey Andrew mentioned that Nov 16`h is a meeting on the $200,000 stimulus funds. All members support the stimulus funds being used for special events not advertising. Several of the CCLC members will be at the meeting. Saturday Market: Jim True, Special Counsel explained that CCLC has the authority to charge an application fee. CCLC has a vending agreement with the agriculture group. There are many different ways to add the fee. You could add a provision in the vending agreement or change the application. Dave Whittlesey said the agriculture people are against the increase of fees without knowing what it is for or whether or not the budget needs it. Don and Bill concurred. Andrew said it is only $30. and that equates to $1.76 Saturday. Bill asked if the agriculture vendors would chip in for additional fees later on if we expand or do advertising in Colorado Springs and the Front Range. Dave said yes people will pay the additional fee if they know and understand what it is for. Sue pointed out that the artisans are juried and the agriculture vendors are grandfathered in and not juried except new ones. The fee should not apply to agriculture vendors. Terry said we will probably have to pay for parking if we expand. Dave said advertising in Colorado Springs area would be a positive thing. We are one of the food vendors that benefit from Colorado Springs because we sell jerky. Dave said we should figure out what we need money for and then charge a fee. Dave said Kathy said we have three to five thousand dollars left and that is enough cushion. Bill said the agriculture vendors are different in their fee structure. Andrew said there are promotional things that can be done. We are not that flush. It wouldn't kill us to go forward. Kathy's fee would have to go up and we would need more people for barricades and other tents if expansion occurs. Jim true said it would be difficult to charge a fee after the application fee is established. Dave said he like adding a clause that says additional fees can be charged to the vendor. Terry said she feels there will be more expenses next year. MOTION.• Don made the motion to put on the application a clause that says we can add an assessment per year up to $50. Per vendor. Jim said it should be stated that CCLC reserves the right to assess each vendor up to $50. Per year. Jim said he will review the application after staff has amended it. Terry requested that Julia Theisen or someone from the ACRA come to the next meeting to give us an update on the 12 days of Aspen.
