HomeMy WebLinkAboutresolution.council.093-09RESOLUTION # 93 (Series of 2009) RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, AUTHORIZING EXPENDITURES OF FUNDS GENERATED THROUGH THE RENEWABLE ENERGY MITIGATION PROGRAM WHEREAS, on December 13, 1999 the City Council of the City of Aspen, Colorado approved Ordinance No. 55 adopting the Aspen/Pitkin Energy Conservation Code, which established the Renewable Energy Mitigation Program (REMP); and WHEREAS, The Aspen/Pitkin Energy Conservation Code allows that the funds be spent with the approval of the Board of Trustees of the Community Office for Resource Efficiency and in accordance with a joint resolution by the Aspen City Council and the Pitkin County Board of Commissioners; and WHEREAS, in light of the postponement of the REMP grant cycle until at least January 2010, the Board of the Community Office for Resource Efficiency requests the following funds in order to continue offering photovoltaic and solar thermal rebates for the remainder of 2009 and the beginning of 2010. ADDENDUM 1. Solar Rebate Program, $75,000. Due to a significant increase in installations, PV rebate funds have been exhausted for fiscal year 2009 as of October 9th. In order to mitigate the increased rebate requests, the Community Office for Resource Efficiency decreased maximum PV rebates from $6,000 to $1,500 on May 31St. REMP funds are requested to keep the PV rebate consistent and reliable (at $1,500) for the remainder of 2009 and the beginning of 2010. These funds will also help fund the solar thermal rebate program, which is nearly exhausted as well. Solar thermal rebates are currently offered at $1,000 to $2,000 depending on the size of the system. NOW, THEREFORE BE IT RESOLVED THAT THE ASPEN CITY COUNCIL does hereby approve the expenditure of $75,000 for the above project with the following provisions: The Renewable Energy Mitigation Fund has a current balance of approximately $2,050,000 as of October 20th, 2009. The Community Office for Resource Efficiency will report to the Pitkin County Board of County Commissioners and Aspen City Council regarding the progress and completion of the approved projects in January 2010.
