Mayor Richards called the meeting to order at 4:45 p.m. with
Councilmembers Paulson, Markalunas, McCabe and Hershey present.
Councilman Markalunas moved to go into executive session for the purpose
of negotiations; seconded by Councilman McCabe. All in favor, motion
carried.
Councilman McCabe moved to come out of executive session at 5:15 p.m.;
seconded by Councilman Paulson. All in favor, motion carried.
OUTSTANDING EMPLOYEE BONUS AWARD
Mayor and Council presented Laura Meyer, utility billing customer service,
with an outstanding employee bonus award.
CITIZEN PARTICIPATION
There were no comments.
COUNCILMEMBER COMMENTS
1. Mayor Richards said Truscott rental housing has been under a siege of
construction. Mayor Richards said she would like Council to consider
freezing the rent increases at that project until the construction disruption is
over. Mayor Richards suggested Council might even look at rent reductions.
2. Councilman McCabe congratulated the Gentlemen of Aspen rugby
club on winning their fifth consecutive national title.
3. Mayor Richards thanked the public for their participation with the
regular municipal election and the runoff election.
4, Councilman Markalunas moved to add Resolution #68, Series of
2001, SPARC contract, to the agenda as an action item; seconded by
Councilman McCabe. All in favor, motion carried.
CONSENT CALENDAR

Councilman Markalunas moved to approve the consent calendar; seconded
by Councilman Paulson. The consent calendar is:
· Resolution #65, Series of 2001 - Contracts Truscott Housing Phases I &
II
· Resolution #66, Series of 2001 - Contract Castle Creek Pedestrian Bridge
· Minutes - May 29, 2001
All in favor, motion carried.
Councilman Hershey moved to continue Resolution #155, Series of 2000, to
June 25, 2001; seconded by Councilman McCabe. All in favor, motion
carried.
RESOLUTION #68, SERIES OF 2001 - Contract with SPARC
Steve Barwick, city manager, reminded Council this agreement is the result
of two years worth of work with SPARC (Friends of the Aspen Sports and
Recreation Complex). The contract spells out the details of the $8 million to
be raised by SPARC and what the will be construct for that money.
Councilman McCabe moved to approve Resolution #68, Series of 2001,
excluding paragraph 3(j) referring to the "excess property taxes" seconded
by Councilman Markalunas. Roll call vote; Councilmembers Markalunas,
yes; Paulson, yes; Hershey, yes; McCabe, yes; Mayor Richards, yes. Motion
carried.
COMMENDATION FOR JIM MARKALUNAS
Councilman Paulson read into the record a proclamation honoring Jim
Markalunas' service to the city for the past 4 years. Councilman Markalunas
thanked the Mayor, Council and staff for their work and their successes of
the past 4 years.
COMMENDATION FOR RACHEL RICHARDS

Councilman McCabe read into the record a proclamation honoring Rachel
Richards service to the city for the past 10 years as Mayor, Mayor Pro Tern
and Councilmember. Mayor Richards also thanked the citizens for allowing
her to be involved for the past 10 years and also everyone who has worked
hard toward the goals of the city.
SWEARING IN MAYOR AND COUNCIL
Municipal Judge Brooke Peterson swore in Helen Klanderud as Mayor and
Tim Semrau and Terry Paulson as Councilmembers.
CITIZEN COMMENTS
1. Toni Kronberg said the community needs to find a funding source for
recreation like the sources for housing and transportation. Ms. Kronberg
asked Council to put together an accounting of how much the recreation
facilities need in order to put a question on the November ballot to raise
money for recreation.
Ms. Kronberg requested copies of the feasibility study that supports the pool
and ice facility.
COUNCILMEMBER COMMENTS
1. Mayor Klanderud said she is excited to be Mayor and for the future.
Mayor Klanderud thanked Rachel Richards and Jim Markalunas for their
years of community service. Mayor Klanderud said she will build on what
is best and incorporate that which is new.
2. Councilman Semrau said he hopes to makes the best city in the world
every better in the next two years.
3. Councilman McCabe said the past two years have been an incredible
learning experience. Councilman McCabe said there is uniqueness to each
Council, and he is looking forward to serving with the new Council.
4. Councilman Hershey said he, too, looks forward to serving with the
new Council. Councilman Hershey said as an early order of business, he
would like Council to reconsider the house size ordinance.

5. Councilman Paulson said he is honored to be elected to serve another
4 year term. Councilman Paulson said there is a lot of unfinished business
to protect the environment. The U.S. is running out of energy and there are
limited resources on our planet. Councilman Paulson said he would like the
environmental issues listed for every Council item.

Councilman Semrau moved to read Ordinances #17, 18 and 19, Series of
2001; seconded by Councilman Hershey. All in favor, motion carried.

HOUSING REAL ESTATE TRANSFER TAX.
