MINUTES OF DECEMBER 2, 2009
Chairperson, Terry Butler called the meeting to order at 8:30 a.m.
Commissioners in attendance: Andrew Kole, Bill Dinsmoor, Mark
Goodman and Fred Ayarza. Excused were John Starr and Don Sheeley.
Staff: Kathy Strickland, Chief Deputy City Clerk
Saturday Market Expansion
Don Lemon, manager of the parking lot on E. Hyman Ave. said he is against
the expansion onto Hyman and the CCLC should look elsewhere. Don
presented a map of S. Hunter. Don proposed to use the west side of the
street by Boogies and the parking lot and leave the east side open by the
restaurants.
Andrew said Hunter isn't an option. One side of the street won't work. We
want to create a circular atmosphere and our idea is to create a better market.
Ron Fleming, manager of Little Annie's said he is not sure how it would
affect their business.
Fred said Little Annie's could go out on the street with tables and serve
lunch etc.
Terry said we could give Little Annie's 20 feet, the length of their storefront.
Bill told Ron that he could expand his liquor license to the street and serve
alcohol.
Terry said the market is an enormous success. It gets better and better.
When we tum away good people we turn away good energy and commerce.
Our target is the Hyman mall so people can see what is going on down the
mall.
Terry said we are thinking out of the box. We are trying to bring activity
and people spending money and commerce on Saturday to Aspen Colorado.
We are trying to pull in a lot of people and we feel the businesses on Hyman
are missing the boat. We feel your visibility will become greater and we feel
the opportunity to try it for a year is worth the effort. We would convene

after the market is over and discuss it. Anything that makes our town
vibrant is what we want to do as a board.
Andrew asked if there is anything that can be done from the businesses point
of view that would help.
Heather said Polar Revolution wants his area open. Ed Dingilian the owner
of the property across the street is concerned and he has done a lot for our
community. He owns Little Annie's, Benton building and the parking lot.
Heather said Isberian Rug Company would like to facilitate something on
the street.
Bill suggested Sammy from Polar Revolution come to the next meeting.
CCLC can't resolve the issues unless we know what they are.
Don Lemos said he feels the CCLC is going to have a battle.
Bill mentioned the curb cut here to corner and possibly that would work for
the entrance for the parking lot.
Bill said what do we do when the players won't come to the table.
Heather said we need to consider changes and we need to be very creative in
these tough times.
Terry thanked the businesses for coming. We need the businesses on board.
Heather said I have tried to get businesses on board but they don't come.
Jeanie Lemos said if this goes through you are going to close the parking lot.
Jeanie said she will look at the curb cut.
Terry explained to Ron Fleming that the space in front of Little Annie's
would be free and you could or could not serve liquor and food out front.
Heather asked for clarification about her booth.
Andrew said if we are on your street you can sell from your booth even if it
isn't a Colorado product.

Mark explained that he is in the ACRA booth once or twice in the summer.
Terry said we are trying to help the retailers and businesses.
Heather suggested CCLC speak with everyone on the street and get their
opinion.
Andrew suggested using the alley and closing the entrance to Hyman for 17
weeks.
Jeanie Lemos said if you close the entrance off Hyman you have to deal with
the posts.
Andrew said we can disconnect the cables on Saturday.
Jeanie said that is more difficult than you think. Taking down the cables is
very difficult. Cutting the cables is not an answer.
Bill asked Ron Fleming to take a look at what could possibly happen with
his restaurant.
Commissioner comments:
Fred said people are scared and it is awfully hard for people to open up.
Andrew said if Mike Otte wanted to do it for Little Annie's we would win
with council.
Fred said coming through the alley is the simplest way to go and to move the
cables.
Terry said she will contact some of the council members and property
owners to update them on the positive issues of extending the market down
E. Hyman Ave.
MOTION: Terry moved to adjourn; second by Bill. All in favor, motion
