HomeMy WebLinkAboutcoa.cclc.min.02032010COMMERCIAL CORE & LODGING COMMISSION MINUTES OF FEBRUARY 3.2010 Vice-chair, Mark Goodman called the meeting to order at 8:30 a.m. Commissioners in attendance: Andrew Kole, Bill Dinsmoor, Mark Zitelli and Don Sheeley. Excused were John Starr, Terry Butler and Fred Ayarza. Staff: Kathy Strickland, Chief Deputy Clerk Special Food Vending: Drew Alexander, planner presented. Drew said at the last meeting there was discussion on vending carts. Environmental Health regulations state that no grease or food can touch a flame. There are soup warmers available and flat top griddles can be used. The applicants must do a plan review with Environmental Health. No sterno is permitted. Drew said Historic Preservation planners have no concern as long as the size is 3x5 and there is a controlled location. If changes are being made they need to be kept in the loop. Drew said Community Development's concerns are finding a suitable location for the vending carts. The prime recommended areas are Ruby Park, Koch Lumber and the Cooper Street Mall. There are no restaurants open on the Cooper Street mall and the mall lacks vitality and presently there is no food available. The cart could go in the middle and it could be open during the lunch hour. Drew said at the Department Head meeting everyone was open to the idea and Engineering will help with the right-of--way issues. The Park's Department's concern is snow removal and that has to be maintained. The carts would be removed at night. The CCLC said current restaurants should have priority on the score card. Mark Zitelli stated that the time frames from 10:00 p.m. to 2:00 p.m. might be too narrow. We need to be more lenient on time frames. Mark suggested after work hours and the lunch hour. Locations: Drew said the footprint would be the size of the cart. Right now it says the applicant should ask adjacent businesses for approval. Andrew pointed out that he talked to 14 people and he got a lot of push back on restaurants that don't want to put out and spend any more money. Bill suggested that the vendor cart could sell items from local restaurants in their carts to help alleviate the push back from restaurants. Mark Goodman said the opportunity for success is only at Ruby Park. Don said he talked to the ACRA board and they are in favor of the cart but the hours are a concern. There are a few restaurants opposed that he talked to: Big Wrap and Pacifica. Don said he feels like he is in a quandary whether or not to approve this due to the competition with existing restaurants. Drew said there are a few other areas that might work: Rio Grande and Clark's market. Bill said in the long run this will benefit everyone. You need to do the demonstration. Andrew said the location is important and the key is what they are selling. Mark Zitelli said the cart at the gondola plaza was seven days a week and now we are down to three days a week. The cost of manning the cart was almost as much as the sales. The cart at Ajax did not compete with the restaurant. Mark Goodman said this is a limited opportunity and Ruby Park is the only place that it would work. Brian Conolly, public. Brian said he has a hot dog cart in Carbondale. I. manned the cart myself. I was doing a product at $3.00. It is a great opportunity to do it at one of the locations. I was in front of the Pour House. I am interested in doing something in Aspen. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF FEBRUARY 3, 2010 John Kruger, Lynn Rumbaugh, transportation -John said we need to get information from RFTA regarding their lease with the city. The location and hours are key for Ruby Park. The cart should be self contained. Brian Conolly said he operated after the restaurants closed. He was closed in the winter time. Lynn said RFTA said the Belly Up side of Ruby Park would work better than the west side of the building due to the hitches. Keeping people off the street and away from the buses is a safety concern. Dorothy Frommer, ACRA representative said she is the operator of guest's services. The idea of carts is fabulous. Drew went over the criteria: Menu Why should your cart be selected Drawing and designs Site plans Insurance Non- competitive product Current restaurant and history Simple operational plan Environmental Health approval. Andrew brought up Koch lumber. Andrew said there is a need for food and something frozen to be sold at Koch lumber in the summer. MOTION: Don made the motion to approve a cart at Ruby Park and Koch Park serving food etc. from 1 D: 00 p. m. to 2:00 a. m.; second by Andrew with a review Nov. Is` Discussion on changes of hours. Bill said there shouldn't be too many restrictions. Andrew said he doesn't want to get into the breakfast thing. Mark Zitelli said with hours restrictions we won't be able to tell much. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF FEBRUARY 3, 2010 Don said he is opposed to morning hours. Motion failed 3-2. Andrew and Don yes. Mark, Mark, Bill, no vote. Drew suggested taking away adjacent business approvals. CCLC agreed. MOTION: Bill made the same motion with no restrictions on hours; second by Don second. Brian Conolly said if someone has a hot dog stand for three hours it won't affect a restaurant's business. Motion carried 3-2. Bill, Mark, Mark, yes vote. Don and Andrew no vote. Adopt atourist -Sally Spalding Sally said the program is to bring people together and making a friend in town. You would leave Aspen with a photograph and new friends. Don said it is like being an ambassador for the Ski Company. Sally said a tourist finds out about the program and wants the local experience of Aspen. The idea is to have the tourist get something great out of their experience in Aspen. Sally said you need to get good ideas from locals. MOTION: Andrew moved that CCLC support the idea of Adopt a Tourist; second by Don. All in favor, motion carried 5-0. MOTION: Mark Goodman moved to adjourn; second by Bill.
