This is a public hearing to consider the application of Lift-One Condominium
Association to install a tennis court on the Ski Corporation's parking lot
located on Lots 7 through 12, Block 11, Eames Addition. The property is
zoned R-15 with an overlay of lodges as a conditional use. In the R-15 none
open use recreation sites are allowed as a conditional use and such sites are
defined by the Aspen Code as "land devoted to public use for recreation in-
cluding such facilities as playgrounds and playfields, golf, tennis and sim-
ilar court installations, riding rink, tracks and stables and similar facili-
ties. In contrast, in the Aspen Code, the permitted uses for the Lodge
district include recreational facilities for guest use only. In order to
solve this dilemma, we recommend that the tennis court be desi nat eing
primarily_ for guest use b-- u~ -tha ~ -united-uSE.h~_the..public be allowed.. by
reservation and-payment of court fees;
The proposal is to pave the lot this Sumner and install a removable (roll-up)
tennis surface and partially removable fencing. The property would be used
for tennis courts in the summer and early fall and will continue to be used
as a parking lot during the winter months. The stated purpose of the appli-
cation is to provide a more complete facility for the summer guest of Lift-
One Condominiums and to provide an improved all weather parking surface for
the Ski Corporation's use during the winter.
"The Engineering department has reviewed the application and found that the
tennis court itself does not present any engineering problems. However, the

The Planning Office notes that the application makes no reference to addi-
ional lightin and would suggest that an additional con o approval
shou e at there would be no additional lighting installed with out fur-
ther review by the Planning and Zoning Commission.

SUBJECT: Conditional Use Permit'
Gentlemen:
Application is being made to permit the co$struction of a single
tennis court on Lots 7 through 12, Block 11, Eames addition. This is
the Ski Corporation Employee parking lot just across the street from
the Skier's Chalet. The lot will continue to be used by the Ski
Corporation during the winter ski season. The Lift One Owners Association
proposes to pave the lot this summer and install a removeable (roll up)
tennis surface and partially removeable fencing.
We would plan to install permanent chain link fence on the south
and west sides in accordance with set back requirements. The fence on
the north and east sides would be completely removed in the fall to
permit full utilization for parking.
We believe this will be computable with surrounding uses. To
the south is a high density multi family housing project. Across the
street is a commercial restaurant, bar and lodge. To the south is a
vacant block which is to be developed as a tourist oriented multi family
or lodge project. Adjacent to the parcel to the west is a single family
residence. Impact on this property will be minimal since the only
entrance to the court will be from Aspen Street. Use of the court
will be limited to daylight hours. „
We would not expect the court to generate any noise problem since
only 4 people would use the court. No provisions will be made for
spectators. We also would not expect this use to generate any traffic
or parking problems, because it is less than 200 ft. from Lift One and
we cvould expect our guests to walk to the facility. Note that we do plan
to retain approximately 6 parking spaces on the east end of the property
to faciliatate the summer parking needs of the Ski Corp., the Skier's Chalet
and the Teen Center.
Lift One is a 31 unit resort condominium with on site resident
management. The manager and all service employees are housed on the
property. Individual owners use their units as second homes and the
management rents most of the units to tourists in the summer and
winter seasons. The purpose of this improvement for Lift One is to
provide a more complete summer and early fall facility for our
guests. The purpose of this improvement by the Ski Corp. is to provide
an improved all weather parking surface during the winter season. Lift
One h~nagement will be responsible for the supervision and maintenance
of the tennis court.
In summary we think this will be an improvement to benefit the
community and neighborhood by providing an additional court which will
help relieve the pressure on the public courts and will provide an
all weather parking surface on the existing parking lot. One small
further benefit would he the elimination of occasional abandoned cars
and trucks left parked on this lot all summer.

The engineering department has reviewed the con-
ditional use application for a tennis court on Lots 7-12,
Block 11, Eames Addition and found that the tennis court
itself does not present any engineering problems. However,
the parking arrangement as shown on the conceptual sketch
plan does not conform to current City regulations govern-
ing curb cuts and parking. The present parking lot entrance
is in fact non-conforming and is approximately 45 feet
in width. Due to this existing non-conformity and the fact
that the tennis courts will be a special seasonal use only,
we would approve five head-in parking spaces on the pro-
perty so long as the vehicles were totally off the paving
and outside the shoulder-drainage area. The narrowed road-
way width on this portion of Aspen Street does not allow
for on-street angle type parking as is presently allowed
further North.
