RESOLUTION OF THE CITY COUNCIL OF ASPEN, COLORADO, RECOMMENDING
THAT THE COLORADO HIGHWAY COMMISSION PREPARE A SUPPLEMENT
TO THE CARBONDALE EAST ENVIRONMENTAL IMPACT STATEMENT
WHEREAS, Pitkin County has been actively studying im provem ents to
State Highway 82 since September of 1983; and
WHEREAS, the City Council of Aspen and Planning and Zoning
Commission of Aspen have discussed proposed improvements to State
Highway 82 at several public meetings; and
WHEREAS, the Colorado Department of Highways' staff and the
Colorado Highway Commission recognize that State Highway 82 is one of
Colorado's most dangerous highways and is desperately in need of
immediate safety improvements; and
WHBREAS, the Carbondale East Environmental Impact Statement
recommended the continuation of the safety im provement program and the
preparation of a supplement to the Carbondale East Environmental
Impact Statement when "a consensus is reach by residents and responsible
authorities as to an acceptable improvement Plan"; and
WHEREAS, on November 6, 1984, Pitkin County voters voted 4,295
"yes" to 1095 "no" to improve State Highway 82 to a fourlane facility
between Aspen and the Brush Creek Road intersection and 4,373 "yes" to
910 "no" to improve State Highway to a fourlane facility between the
Brush Creek Road intersection and Basalt.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Aspen, Colorado:
Section 1
1. The Colorado Highway Commission should prepare a supplement
to the Carbondale East Environmental Impact Statement.
2. The Environmental Impact Statem ent should be divided into two
segments, Aspen to Aspen Village and Aspen Village to Basalt.
3. First priority in the Environmental Impact Statement should
be given to study alternative highway improvements to the
segment of State Highway 82 between Aspen and Aspen Village.
