Vice-chair, Mark Goodman called the meeting to order at 8:30 a.m.
Commissioners in attendance were: Bill Dinsmoor, Andrew Kole, Don
Sheeley and Mark Zitelli, John Starr were excused. Fred Ayarza and Terry
Butler were excused.
Sign Code amendment: Drew Alexander, planner
Drew said they had two open houses for the public and staff heard
recommended changes. The first hearing with city council is July 26`h and
the second one is August 23`d. The two major changes are to the allotment
system. Currently the signage allotment is on the size of the building and all
the businesses have to divide it up. The system requires a lot of field time.
We are proposing a simpler system; each commercial use gets six square
feet. Lodges get ten square feet. Unique buildings get 20 square feet. If you
use cutout letters you get a bonus.
Since this is a land use code amendment it goes to the Planning and Zoning
Commission. The Planning and Zoning Commission suggested that office
use be limited to one square foot and staff does not support that. The idea
from the Community Development Department is if you have six offices in
your building you would create a directory sign. Graphics have been added
to the sign code so that people can visually see it.
John asked about neon signs. Drew said clearly neon is not permitted.
Planning and Zoning addressed window displays and recommended no TV's
and neon signs.
Bill disagreed. Bill said having the Tour De France on TV is very
compelling to help sell bicycling and support cycling in general.
Andrew said you should allow what is on TV at the time or show a clip for

Drew explained that TV is light pollution and people don't want to see TV's
in Aspen. The goal is to make things simpler.

Drew said the signage change is that we are not dealing with the building
anymore we are doing signage by the business.
John said the idea is not to create visual clutter.
Mark Goodman said making it simpler is OK but what does it do visually to
the business.
Sandwich boards:
Drew said the change is from 9 square feet to six square feet. The travel
width is six feet.
John and Andrew opposed the travel width of six feet. It should be two feet
from your door in order to have a straight walkway down the street or mall.
Andrew suggested (adjacent) be defined.
Drew said CCLC and HPC are opposed to sandwich boards but City Council
wanted some signs and a middle ground.
Don asked why the real estate signs aren't down. Drew said the city works
on a complaint basis.
Andrew pointed out that building sides could be used.
Bill said we need to discuss if you have multiple businesses below or above
grade. The way it is written some buildings could have three sandwich
boards signs. That sections needs rethought.
Mark said we need to discuss wayfaring vs. for sale signs.
Don said you either get rid of it all or do directional signs.
Andrew suggested having an appeal process. You need to push people into
