A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT
BETWEEN THE CITY OF ASPEN, COLORADO, AND PITKIN COUNTY,
COLORADOA SETTING FORTH THE TERMS AND CONDITIONS
REGARDING FUNDING ASSISTANCE FOR THE FEMA FLOODPLAIN
MAPPING PROJECT AND AUTHORIZING THE CITY MANAGER TO
EXECUTE SAID CONTRACT
WHEREAS, there has been submitted to the City Council an
Intergovernmental Agreement between the City of Aspen, Colorado, and Pitkin
County, Colorado, a copy of which agreement is annexed hereto and made a part
thereof.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO:
Section 1
That the City Council of the City of Aspen hereby approves that agreement
between the City of Aspen, Colorado, and Pitkin County, Colorado regarding
funding assistance toward the FEMA Floodplain Mapping Project for Pitkin
County, a copy of which is annexed hereto and incorporated herein, and does
hereby authorize the City Manager of the City of Aspen to execute said contract
on behalf of the City of Aspen.

INTERGOVERNMENTAL AGREEMENT
For City of Aspen Funding of FEMA Floodplain Mapping
THIS INTERGOVERNMENTAL AGREEMENT (the "Agreement"), is entered into this ~ L
day of > 2010 by and between the CITY OF ASPEN, Colorado (the "City") and
PITKIN COLTN Y, Colorado (the "County").
WITNESSETH
WHEREAS, the County has been offered a Federal Emergency Management Agency (FEMA)
grant towazds the update and digitization of the Pitkin County floodplain maps; and
WHEREAS, approximately 3.8 miles of the Roaring Fork River, 1.5 miles of Castle Creek, and 2.5
miles of Mazoon Creek, lie within or adjacent to the City's boundaries and aze planned to be
updated as part of this project; and
WHEREAS, the City desires to update our floodplain mapping to support master planning efforts
for the City's stormwater program; and
WHEREAS, the total project cost is $517,220, of which FEMA has committed to provide 75%
($387,915), the Colorado Water Conservation Boazd (CWCB) has committed to provide $20,000,
the Pitkin County Healthy Rivers and Stream Boazd has committed to provide $41,155, and the
Pitkin County Open Space and Trails Boazd has committed to provide $10,000; and of which the
County has sought $25,000 from the City's Stormwater fund.
NOW, TI~REFORE, in consideration of the objectives and policies herein expressed, it is agreed
by and between the parties hereto as follows:
1. The pazties hereto agree that the $25,000 funding assistance from the City to the County shall
be used solely and duectly for funding of the FEMA floodplain mapping project.
2. Floodplains on the sections of the Roaring Fork River, Castle Creek, and Mazoon Creek that aze
located within or adjacent to City boundaries will be reanalyzed and updated as part of the FEMA
floodplain mapping project.
3. Deliverables of the FEMA floodplain mapping project will be provided to the .City.Floodplain
Administrator and the City and County GIS department and will be made available to the public.
The foregoing A is approved by the Aspen City Council at its regular meeting on the

IN WITNESS WHEREOF, the parties hereto have executed this Agreement which shall be in
force and effect the day and year first above written.

RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITEIN
COUNTY, COLORADO, AUTHORIZING THE BOARD TO ENTER INTO AN
INTER- GOVERNMENTAL AGREEMENT WITH THE CITY OF ASPEN FOR THE
PURPOSE OF FUNDING THE FEDERAL EMERGENCY MANAGEMENT
AGENCY (FEMA) FLOOD MAP PROJECT

RECITALS
1. The Board of County Commissioners of Pitkin County (hereinafter "Board ") under the
authority granted pursuant to C.R.S. 29 -1 -201 and Article XIV, Section 10 of the Colorado
Constitution is hereby entering into an Inter- govemmental Agreement with the City of Aspen.
The primary purpose of this agreement is to fund the FEMA Flood Map Project.
2. The objective of the Flood Map Project is to develop a Digital Flood Insurance Rate
Map (DFIRM) and Flood Insurance Study (FIS) report for Pitkin County, CO and
Incorporated Areas including the Town of Snowmass Village, and the City of Aspen.
3. The Aspen City Council considered the proposed IGA, granting the transfer of $25,000
for the purpose of funding the FEMA Flood Map Project, at a regularly scheduled meeting on
July 12, 2010, and recommended approval.
4. The Board considered the proposed IGA at a public meeting on July 28 and a public
hearing on August 11, 2010.
5. The Board has determined that it is in the best interest of the citizens of Pitkin County
and the City of Aspen to enter into this agreement.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
that it does hereby approve the City of Aspen Inter - governmental Agreement (attached as
Exhibit A) and authorize the Chair to sign the agreement on behalf of the Board. ek
