RE: Implementation of Proposed Cooper Avenue `Bike Corrals'
REQUEST OF COUNCIL: At this time we are requesting you to authorize implementation of
proposed "Bike Corrals" at the east and west ends of Cooper Avenue between Galena Street and
Hunter Street.

DISCUSSION:
The City of Aspen Parks Depaztment has been replacing and adding improved bike racks within
the pedestrian malls and at other City facilities annually since implementing components of the
Dwell Masterplan starting in 2006. Throughout the downtown core, bicycle parking has proven
to be a challenge at multiple locations. The challenge typically involves the conflict created
between multiple pazked/locked bicycles on lamp posts, trees, racks, etc and available clear
walking area on sidewalks for pedestrians. Some City street blocks experience a higher volume
of bicycle pazking than other blocks due to the nature and number of businesses on the block.
One block in particulaz where a better bicycle parking solution is necessary is the north side of
Cooper Avenue between Galena Street and Hunter Street. The City Manager and staff have been
approached by some business owners and operators on that block with concerns that dense
bicycle pazking was impeding pedestrian access to businesses.
Staff has developed a solution to improve options of bicycle parking on Cooper Avenue that
utilizes some street azea to create a "bike corral" or bikes only designated parking at the corner of
Galena/Cooper and Hunter/Cooper. The solution has been developed with input from City
Manager, Parks, Parking, and Engineering Department staff and is based on recommendations
within the Bicycle Parking Guidelines Manual published by the Association of Pedestrian and
Bicycle Professionals.

Each bike corral will be a designated space that is delineated with movable white "Gorilla"
bollazds, white curb stops and white reflective striping. Two (2) 7-slot bicycle racks will be
placed within each bike corral creating a total of fourteen (14) bicycle parking slots in each
corral. All four (4) bicycle racks will be powdercoat painted white to increase nighttime
visibility of the racks and bike corrals. All bike corral components, including the reflective
striping would be removed for the winter and replaced in the spring.
Staff has presented the idea of the proposed bike corrals to the business owners and operators
along the north side of Cooper Avenue with resounding support. Staff is prepazed to implement
the bike corrals immediately following Council review and approval of this proposal.
FINANCIALBUDGET IMPACTS:
Staff has determined that the components necessary to create the two (2) bike corrals including
bike racks, bollards, striping and signage can be acquired within current operational budgets of
the Parks and Parking Departments. The Pazks Department had already acquired a total of five
(5) additional bike racks for 2010, and can utilize four (4) of the racks for the proposed bike
corrals.
ENVIRONMENTAL IMPACTS: Many residents and visitors already utilize their bicycles to
travel azound town. This proposal seeks to improve the availability and quality of bicycle
parking opportunities in an area that currently needs a better solution for bicycle pazking. Better
bicycle pazking can potentially further increase bicycle use within the community and especially
in the downtown core.
RECOMMENDED ACTION: Staff is recommending Council approval of the proposed bike
corrals as illustrated on Attachment B.

~~ Quizno's Pro Bike Challenge RFP
REQUEST OF COUNCIL: Staff is requesting the support of Council to proceed with
submitting a proposal for Aspen to be a stage start and/or finish on the Inaugural Quizno's Pro
Bike Challenge. This proposal is due prior to September 10, 2010.
BACKGROUND: As stated in the RFP; Championed by Governor Bill Ritter and Lance
Armstrong, legendary road-race cyclist and seven time Tour de France champion, an
international pro-cycling competition will be held in Colorado August 22-28, 2011. The race is
expected to become one of the most significant international pro-cycling events worldwide. The
event will reinvigorate the legacy of the Colorado-based Coors International Bicycle Classic,
which stood as the pre-eminent international pro-cycling event in North America from 1979-
1988.
Staff has been meeting and tentatively formulating partnerships/a formal organizing committee to
create and submit a proposal nominating Aspen as a host venue. The Aspen Skiing Company,
Aspen Chamber Resort Association, Stay Aspen Snowmass, Aspen Cycling Club, several City
departments and the former head of the Aspen portion of the Coors Classic are all working
together to formulate the best proposal possible.
DISCUSSION: Staff would like to submit a proposal to the Pro Tour Committee (which is the
selection committee for the Quizno's Pro Bike Challenge) that outlines why Aspen should be
chosen as a host venue. All of the partners listed above will be involved in creating this
proposal. The partners have initially broken out into committees based on expertise and tasks to
be accomplished to provide the best proposal possible in this short time frame. The committee is
aware that in order to be successful in such a short timeframe that we must work together, and to
that end, everyone is in complete agreement. This will be a team effort. The committee feels
that, if chosen, details regarding what the Tour is asking can be negotiated and determined. Only

then can a detailed budget be developed. This budget can be approved jointly by the committee
and Council prior to any final commitment to the bike race.
FINANCIALBUDGET IMPACTS: As of right now, staff does not have a dollaz figure to
give to Council. As the committee moves forward with the proposal, a preliminary budget will
be developed. This preliminary budget will be brought to Council within the next two weeks,
prior to submission to the Tour Committee. At this point, Council will have the opportunity to
fully review the submission proposal including budget.
RECOMMENDED ACTION: Staff would like Council to approve moving forward with
submitting a proposal, prior to the due date of September 10, 2010.
