Background:
On January 26, 1981, City Council approved, on your recommenda-
tion, the Coachlight Lodge Subdivision Exception for the pur-
poses of lodge condominiumization. The applicant proposed to
demolish the existing structure and reconstruct it in a con-
figuration similar to that which had previously existed. The
existing lodge contained 12 short term rental units and one
employee unit while the replacement lodge was proposed to
contain 12 short term rental units and two employee units.
Since, at the time of your review and that of City Council,
the Code did not permit any expansion in the number of units
in a non - conforming lodge, the applicant agreed to eliminate
one of the two employee units. Subsequent to that approval,
you recommended and Council adopted a code amendment which permits
expansion of non - conforming lodges for the purpose of adding
employee units. The request before you is the first application
to be processed under this new code provision.
Review Criteria:
Ordinance 26, Series of 1981, permits the enlargement, extension,
construction, reconstruction or structural alteration of a
non - conforming lodge for the purpose of adding deed restricted
employee housing which is accessory to the principal use.
Section 24 -13.11 of the Code establishes a conditional use
review process for lodges in the R -6 through R -40, R -MF, CC,
C -1, SCI, NC and 0 zones. Expansion of deed restricted
employee units is permitted, provided there is no increase in
lodge units and if the following review criteria are met:
Compliance with any adopted housing plan -- The applicant
has stated a willingness to deed restrict the unit against
commercial rental or sale, limiting its use for employees
of the lodge only. The applicant has not proposed a
rental price guideline nor has the Planning Office
received a recommendation from the Housing Office in
this regard. However, current thinking would dictate
that the applicant restrict this unit to low income
rental price guidelines.
Maximization of construction quality and unit size --
Since the lodge is being totally rebuilt, the units will
be new and constructed of the same quality as the rest
of the lodge. The plans submitted with the original
condominiumization application show two small employee
units in the basement level, one containing 221 square
feet (17' x 13') and another containing 238 square feet
(17' x 14').
3. Minimization of adverse environmental and social impacts
-- The lodge is located along the Aspen Highlands bus
route and is also in walking distance to the downtown
area. It is easily serviced and does not require any
extension of the developed area of the City.

4. Compatibility with surrounding land uses -- The proposed
new building should be more compatible with the
neighborhood than was the previous, somewhat run down
building. The new lodge contains essentially the same
floor area (approximately 7875 square feetl,. Adjacent
land uses include the Ajax and Kitzbuehl Lodges and
the new Shadow Mountain Duplexes.
5. Adequacy and availability of utilities -- There has been
no indication during the review process of any problem
related to provision of services to the new lodge.
6. Adequacy and availability of parking -- Whereas the
former lodge contained only nine parking spaces, the
new lodge is proposing 14 spaces for the eleven studios
and one three - bedroom apartment. No spaces are provided
for employees. Since the lodge is on a bus line and
since the parking situation is being improved, no further
requirement is recommended at this time.
Planning Office The Planning Office recommends that you grant conditional use
Recommendation: approval to the Coachlight Lodge to place a second employee
unit in the reconstructed lodge, subject to the following
conditions:
The applicant submitting a deed restriction to the City
Attorney for his review and approval which restricts the
employee unit to low income rental guidelines and which
limits its rental solely to employees of the Coachlight
Lodge and not to employees of the community in general
and indicates that the unit will not be rented on the
open market.
The applicant submitting documentation that the employee
unit will be retained as a portion of the common elements
of the lodge.

Please consider this an application pursuant to Ordinance
26, series of 1981, on behalf of Mary McCarten for the
addition of an employee unit to the Coachlight Lodge.
This application is submitted within the spirit of the
new Ordinance which provides a lodge owner an opportunity to
expand a nonconforming lodge provided that the expansion
results in additional employee housing.
As you are aware, my client is in the process of totally
rebuilding the Coachlight Lodge, upgrading the quality and
services that are going to be provided. At the same time,
my client wishes to provide an additional employee unit.
The employee unit would be in the basement and as such will
have no additional impact on the surrounding neighborhood.
Since it requires conditional use review and approval by P & Z,
we are therefore requesting that you place this application
on the next available agenda.
I think this application clearly meets the intent of
the Ordinance as the employee room will be deed restricted
and will comply with any adopted housing plan. We are
clearly minimizing the adverse environmental and social
impacts and it is compatible with the surrounding land uses
and zoning, including area and bulk requirements, in the
underlying zone district. Because the lodge is being totally
renovated and rebuilt, there is adequate utilities available
as well as parking. The employee construction will be of
the same quality as the rest of the lodge. We are, of
course, willing to deed restrict the units so that they

are limited to rental of employees of the lodge.
