ROUTING: Attorney Building Engineering Other r � Council Approved Denied Date MEMORANDUM TO: Aspen Planning and Zoning Commission FROM: Colette Penne, Planning Office RE: Colorado Mountain College - Conditional Use DATE: September 22, 1981 Colorado Mountain College is interested in the purchase and use of the Lower Elementary School to house their administrative offices (four staff members) and many of their classes. They will also still use their present facility near the high school. That location is outfitted for specific classes such as dance, photography, welding, etc. The in -town facility would be used mostly for lecture classes. The school is in the R -6 zone and the uses proposed are all conditional uses in that zone, those being "public school, public administration building and open use recreation site ". CMC proposes to retain the existing basketball court as well as the tennis courts, both of which are open to public use at no charge. They are also cognizant of the fact that they will not require all the space available in the school and are planning to offer storage space to the MAA and office space to Ballet West. They have no plans for any structural changes to the building, which would require further review of the Commission as per Sec, 24- 3,3(c), CMC has a local enrollment of approximately 3000. This figure includes any enrolled student, whether that student is taking a 6 -week course or attending a 1 -day workshop, On a given night, as many as 75 students may attend a seminar (e.g., Tax Semi.nars). Generally, no more than 50 students would be in the facility, with an expected maximum of 125,, The surrounding residential neighborhood will be impacted if the majority of those people use their automobiles for transportation to and from class, In examining the site, Janet Landry, Director of CMC`s Aspen Community Education Center, has said that the college would be willing to provide parking spaces, but it would be a minimal number because of the site constraints. Classes would be held Monday through Thursday in the daytime and evening and on Friday during the day. There is some weekend use, but it is limited. The Planning Office is aware that there are definite trade -offs to consider in this conditional use application. The impacts of night traffic on the residential neighborhood and a parking situation that cannot be solved on -site are two of the biggest problems. Hopefully, students would take advantage of the bus system, bicycle or walk to class. Having CMC locate in the school certainly makes the classes accessible to many people by those modes of trans- portation. Auto users could park in the Rio Grande lot and surrounding streets first. A map of surrounding neighborhood uses and available parking will be brought to the meeting. According to the criteria of Sec. 24 -3.3 of the Municipal Code, the suitability of the use should be considered in terms of its compatibility with surrounding land uses and uses in the area.. A campus for CMC in this R -6 neighborhood would not be as advisable if the school building was not already in existence. The fact that a full city block is occupied by a school building and the existing recreation area that will be empty as of June 1, 1982 makes this application rather timely, A positive aspect of this use, however, is that one of the vacant schools in the heart of town will be purchased from the school system and utilized fully.. A commitment exists to not remove the neighborhood recreation facilities and the use of some of the space for other community art groups seems a favorable alternative to their space needs, A certain amount of traffic will be mini- mized by some of the staff and students not having to drive to the High School location, The Planning Office recommends approval of this conditional use application with a strong suggestion that in negotiations with the school system, CMC try to reach a parking agreement to use the spaces available at the Middle School and request that their students use those, the Rio Grande lot, or forms of transporta- tion other than the automobile.
