This is a public hearing to consider the request by Mary B.
Gustafson for the conditional use of a child care center to be
located on Lots N, 0, P and Q, Block 17, Aspen.
Mary Gustafson is presently operating a child care center at
735 West Bleeker Street called the Hobbit House Child Care
Center. Her lease expires for the Hobbit House property on
November 15, 1976 and she wishes to move to this new location
generally across the street. The property is zoned R -6 which allows
child care center as a conditional use. Property owners within
300 feet of the proposed location have been notified of this
public hearing.
The comments of the Planning Office are as follows:
1. Child Care facilities are regulated and licensed
by the Colorado State Department of Social
Services.
2. We recognize the need in the Aspen Community for
such services and generally feel this is a reasonable
location for this facility. Of particular interest
to us are possible concerns which may be expressed
at the hearing by owners of property in the neigh-
borhood. We have received no negative comment on
the proposal.
3. Hazardous traffic congestion on Bleeker Street is
currently aleviated by the temporary closure of
Bleeker at Main Street. Should the street be re-
opened, it still requires the major traffic load to
turn left to Bleeker thereby reducing auto speeds.

relocation in November of 1976 to the Hobbit house to extend and
continue their much needed services .
As a working mother, I have found The Hobbit House to fulfill my
needs for my child at their day -care center, making their daily
schedule very imperative for both myself enabling me to be employed,
and for my child, enabling her to participate i.n a highly stimulating
and growth oriented program. I have thus found the program to be
very satisfying and fulfilling of our needs as members of this community.

House for over a year and have been very satisfied
with the service they have prcvided my son.
There is a definite need for this facility

TO WHOM IT MAY CONCERN:
I would like to take this opportunity to express my concern
over the recent sale of the building in which the Hobbit House
Preschool has been operating. Like housing, child care in Aspen
is more than just difficult. I am a working mother with one small
child and have had the unfortunate experience of having sent my
child to several preschools in town. Without going into lots of
details, when the Hobbit House was recommended to me and after
having sent my child there, I have found, by far, it is the
best preschool and child care center available. Within a very
short period of time, my previously very unhappy, difficult
and resistive youngster literally "bloomed" in the warm and
caring atmosphere of the Hobbit House.
The staff is a group of thoroughly educated preschool teachers
" are all obviously very "into" their field, love what they
are doing, and make the life of a working mother a great deal
easier. The atmosphere for the children is stimulating, secure
and on a very personal basis. For the quality of care, flexibility,
for the individual needs, the rates, I feel, are more than reasonable.
It is with strong urging, on my part and I'm sure others that
measures be taken in order that this very fine preschool can
continue to operate in another location. It is definitely
one of the "plus features" in our community and hope you will
take the interest to support it.

Gentlemen:
It has come to the attention of my wife and me that in the near
future Hobbit House Child Care Center, Inc. will be coming before you
as a matter of routine to request your permission to relocate on Lots
N, 0, P, and Q, all of which are situated across the street from their
present location at 735 West Bleeker. It is also our understanding that
this site is zoned R6 and that it can be used for a child care center.
We should like, therefore, to solicite your favorable disposition in
granting Hobbit House, Inc. permission to relocate. We proffer this
solicitation as both parents and educators. In both roles, our parti-
cular needs are being very definitely met which would, if Hobbit House
were not functioning, become pejoratively anguishing.
Our parental support for Hobbit House, Inc. stems from the signi-
ficantly positive influences its staff has had on our three and a half
year old daughter during the past year. These people have provided an
extremely happy and secure environment for youngsters whom they serve.
We have watched our daughter grow both as an individual and as a member
of a social community. This growth has been characterized by her enthu-
siasm, her confidence, her curiosities, her delights in discovery, her
contentments. While these are characteristics generally ascribed to
any three year old in any setting, our impressions have been that, for
our daughter, they have been best nurtured in Hobbit House's setting
than in any other setting of similar nature in which she has been
enrolled. My wife and I are well pleased that we can entrust our young-
ster to the care of Hobbit House knowing that she delights so very much
from the experience.
Hobbit House, Inc. represents for Aspen an educational setting for
pre- schoolers which can be described as educationally superb. Again, the
staff is the key to Hobbit House's quality. Ms. Gustafson has a most
impressive bacground in early childhood education which she materfully
employs in her work with the children at Hobbit House. Likewise, the
other staff members bring varied instructional backgrounds to the pro-
gram which provide younsters a comprehensive instructional experience.

During that period of growth and development when children are
able to acquire substantial intellectual and motor prowesses, the
teachers at Hobbit House correctly diagnose and prescribe learning
activities for them such that their capabilities are fully met.
The impact on educational values which these children form at this
stage of life will have pronounced effects during their elementary
and secondary school years.
My wife and I wholeheartedly support Hobbit House and the work
that is being done there. Likewise, we would hope that this statement
of support will suitably assist the Planning and Zoning Commission in
weighing the question regarding Hobbit House's request to relocate.
Should there be any assistance we might lend at any later date, we
are available.

In re: The Hobbit House
I want to express my concern in favor of allowing the
Hobbit House to move its facility and to be allowed
to continue its operation. I have many friends who take
their children there and it is an exceptional facility.
To be sure, the women who run the place and care for
the children are exceptional in their care and concern
for the children.
Considering the many problems in Aspen that are family
related I think the only thing that makes much sense is
to try to furnish children, where parents are required
to be working, with the best possible care. The spiritual
and emotional environment is most important, and I think theat
the physical environment can and should be free of
economic and political restraints. In other words the
Hobbit House is important enough, because of its quality,
to zone and rezone for. It is not just a question of child
care' centers, that is too abstract a consideration. I am talking
about the Hobbit House, not jus a child day care center.
There are child care centers and child care centers. That is
not the point. The point is that this is a center of
marveloms quality and we should keep it going in our
community and help those in charge in every way that we
can to relocate in town.
