DATE: April 15, 1976 We have reviewed the conditional use application for Plantiques, Ltd. for location in Unit 4 of the Viking Building. The use anticipates the provision for a full -line garden shop to service primarily for indoor plants. We find this to be a totally legitimate use that would be consistant with the character of the neighborhood and con - sistant with the provisions of the neighborhood commercial zone. At the present time the area lacks a full service garden shop. I a i ite 4 PROPOSAL TO: Planning and Zoning Commission,, City of Aspen FROM: Mischell Huerta d /b /a Plantiques, Ltd. RE: Approval of Conditional Use in N.C. Zone • My name is Mischell Huerta. I own a corporation known as Plantiques, Ltd. with which, pending your approval on April 20, 1976, I hope to be able to operate a garden shop in Space 4 of the Viking Lodge building, 415 Spring Street, Aspen, Colorado. Under the current zoning laws in the City of Aspen, such a use is a conditional use under the code, permitted by special review. This proposal is for the purpose of requesting said special review from the Planning and Zoning Commission. Let me begin by outlining the type of shop I intend to operate in the Viking Building. This would be a "full service" garden shop and not just a place where a customer may pick up a few plants. Our main items will, of course, be potted plants, flowering and otherwise, but we intend to serve all local needs and will be also providing plant care for residents and tourists in their homes and condominiums. We will water, feed and trim such plants on a periodic basis under contract while the owner is out of town. The shop will also sell fertilizer, plant foods and all other items needed by the "green thumb ". Our intention is to serve the needs of.. our local neighborhood and not cater to the auto- oriented clientele. There are other garden shops in other parts of town which can serve the needs of other neighborhoods, such as the one in the Brand Building and the one in the Hotel Jerome. Our immediate service area will therefore be primarily for those people on the East end of town. We do not expect to cause any major parking or traffic problems. Most people will find it easier to walk to the shop and we intend to arrange some kind of delivery service for larger items. The garden shop should help to alleviate some of the overall traffice problems since it will eliminate the necessity for Aspenites to drive out to Marvin Gardens at the Airport Business Center to purchase their potted plants and plant care products. It will be much more convenient for them to come to us than to drive all the way out Route 82 the conjestion on that highway. People will be able to come to one place in this block and do their grocery shopping, pick up their liquor, cheese and gourmet foods, meat from the Butcher Block and then pick up a plant or garden supplies without having to again get in their car and drive someplace else to do any of these things. This will also reduct traffic and polution. We have obtained signatures from a number of local merchants, landowners and neighborhood residents in support of this request. These people feel that a garden shop will enhance the services provided in this neighborhood commercial district without increasing traffic and conjestion in that area. This means that we will serve an important neighborhood community need and have joined us in our request that you grant this conditional use for a garden shop to be located in the Viking Lodge Building. We believe that Plantiques, Ltd. will be an appropriate, convenience establishment which will function well as part of the neighborhood that it is located in, that it will be compatible with that neighborhood and will assist in reducing traffic circulation and parking problems. We therefore feel that it is an appropriate conditional use for the neighborhood commercial zone and we respectfully request the Aspen Planning and Zoning Commission to grant this conditional use by review.
