This is a public hearing to consider a Code Amendment amending Section
24 -3.2 by the addition of the following words to the conditional use column
of the C -1 zone:
"Printing plant as accessory to permitted use"
The attached letter comes from Mike Campbell, owner and operator of the
A and C Printing Company which is presently located in the 600 block of East
Hopkins. While the mailing and brochure businesses are allowed uses in the C -1
zone, the printing press is not. The printing press is allowed in the S /C /I
zone and the mailing and brochure businesses are not. The Building Inspector
is prepared to enforce the zoning, but is currently waiting to see if this
Commission will be willing to approve this code amendment.
We wish to remind the Commission that the intention of the C -1 zone is
as follows: "To provide for the establishment of commercial uses which are not
primarily oriented toward serving the tourist population." The Planning Office
is of the opinion that the combination of uses proposed does meet the intention
of the zone district, but, that the printing plant by itself would be an inappro-
priate use. We recommend that you approve the code amendment to amend the code
to allow "printing plant as accessory to permitted use" as a conditional use in
the C -1 zone district.

The attached letter comes from Mike Campbell, owner and operator of the A and
C Printing Company which is presently located in the 600 block of East Hopkins.
While the mailing and brochure business are allowed uses in the C -1 zone, the printing
press is not. The printing press is allowed in the S /C /I zone and the mailing
and brochure business is not. The building inspector is prepared to enforce
the zoning, but is currently waiting to see if this Commission will be willing
to sponsor a code amendment to allow "printing plant" as a conditional use in the
C -1 zone district.
The intention of the C -1 zone is as follows: "To provide for the establishment
of commercial uses which are not primarily oriented toward serving the tourist
population." The Planning Office is of the opinion that the combination of uses

RE: Possible Fire Hazard, A & C Printing, 623 E. Hopkins

Upon inspecting the premises at 623 E. Hopkins, A & C Printing Co., I found
no reason to be unduly worried about a potential fire. Housekeeping is very
good with necessary paper stock neatly stacked and only enough "combustible"
liquid is on hand for cleaning of the printing plates.

This code amendment is being sponsored by the Aspen Planning and Zoning Commis-
sion in response to the attached letter which was submitted by Mr. Mike Campbell,
owner and operator of the A & C Printing Company which is presently located in
the 300 block of East Hopkins. The letter explains Mr. Campbell's dilemma.
Mr. Campbell operates a combination of businesses in his C -1 zone location. The
combination includes a printing business which is operated in conjunction with
an advertising mailing and brochure distribution business. While the advertising
mailing and brochure distribution business is an allowed use in the C -1 zone, the
printing press is not. The printing press is an allowed use in the SCI but the
advertising mailing and brochure distribution business is not. The Building
Inspector is prepared to enforce the zoning, but is currently waiting to see if
City Council will approve a code amendment to allow "printing plant" as a condi-
tional use in C -1 zone district. The Planning and Zoning Commission felt that
the printing plant would be acceptable provided it was operated as an accessory
use to a listed permitted use in the C -1 zone district.

the code amendment to amend the code to allow "printing plant as accessory to
permitted use" as a conditional use in the C -1 zone district and schedule a pub-
lic hearing for that purpose.

The purpose of this letter is to request a hearing by your board
to consider a code ammendment to the C -1 Zone to permit a printing
press as a conditional use in that zone.
Presently, I operate a printing business, A & C Printing, on the
600 block of East Hopkins , in conjunction with my mailing business
and brochure distribution business, Aspen Activities Center. I
have been advised that, although the mailing and brochure business
is acceptable, the printing operation is not a permitted use in
the C -1 Zone. During the summer I attempted to find another
suitable space for the entire operation, but to no avail. In zones
that allow printing, the advertising and mailing portion is not
an acceptable use. In locations that would possibly allow all
three phases, rents are ex9rbitant and space is at a premium.
The reason I put togYether this combination of services was to pro-
vide this community with a service that is not available locally.
Until now, many of our major accounts were forced to deal with
Denver -based operations. This situation not only required addi-
tional evergy and expense on the part of local businesses, but
resulted in their dollars being spent outside of our community.
A sizeable percentage of the printing jobs are routed directly to
Aspen Activities Center for distribution - either locally or
nationally, or both. Because we perform all the necessary functions
under one roof, we are able to do work as economically and effici-
ently as is possible. The investment required to establish this
complete service dictates that all the equipment be kept in use as
much as possible. Consequently, when there is no printing to de
done specifically for the advertising /mailing operation, it is
mandatory that we accept other work to help defray our print shop
operating costs.
I believe that our total operation is very much within the in-
tention of the C -1 Zone as it is a " commercial use not
primarily oriented towards serving the tourist population "

We deal exclusively with local businesses and individuals.
Also, Section 4, under "permitted uses ", lists "service commer-
cial establishments," and specifically mentions "business
offices." I also feel that this operation falls within these
categories. The vast majority of income generated by all three
portions is derived from services performed. And, there can be
no question that it is a business office.
Unfortunately, it appears that this sort of business establish-
ment was not considered when the zones were determined. I
hope that at this point you can understand the service provided
by the combined effort of A & C Printing and Aspen Activities
Center and appreciate its usefulness to the community. I have
the support of the Planning Office in requesting that the C -1
Zone be ammended to include printing as a conditional use.
And thus, permitting us to continue to operate in our present
location. Your favorable consideration of this matter would
be greatly appreciated. Thank you.
