Property - Insubstantial Amendment to a Conditional Use

REQUEST: The applicant, the City Parks Department, is seeking
approval to construct a nordic trail ramp immediately west of the
entrance road to the Marolt Housing Project. The ramp is proposed
to be approximately fourteen feet wide and descend down to the open
field area.
The Marolt/Thomas property is zoned Conservation "C" and "ski lifts
and other ski facilities" are listed as a conditional use in this
zone. The purpose of the applicant's new nordic ramp is to reduce
the number of road crossings required by nordic skiers to cross
from the Meadowood/High School trail to the Marolt/Thomas trail.
Staff has reviewed the Aspen Municipal Code and has determined that
this request is subject to the insubstantial amendment to a
conditional use criteria specified in Section 7-308.
CRITERIA: The Code authorizes the Planning Director to approve an
insubstantial amendment to a conditional use if all of the
following conditions are met:
1. The change will not cause negative impacts on pedestrian
and vehicular traffic circulation, parking or noise; and
Response: The proposed change will improve nordic trail
circulation by reducing the number of road crossings for skiers
from two to one. The relocation of the Castle Creek Road crossing
to the intersection of the Marolt Housing Project entrance road
should improve safety considerations for vehicles and nordic
skiers.
2. The change will not substantially affect the tourist or
local orientation of the conditional use; and
Response: The change will have no substantial effects. The nordic
trail system is oriented to both the local and tourist.
3. The change will not affect the character of the
neighborhood in which the use is located; and
Response: The Marolt/Thomas Property has been groomed for nordic
use since 1984. The new Castle Creek Road crossing location and
ramp is a refinement to the use that has taken place on this
property for 11 years. It will not effect the character of the
neighborhood.
4. The change will not increase the use's employee base or
the retail square footage in the structure; and
Response: The trail realignment will not increase the Parks
Department or Nordic Council's employee base. No square footage
is associated with this project.
5. The change will not substantially alter the external
visual appearance of the building or its site.
Response: The ramp will be made of compacted fill, with eight
inches of top soil cover, that will be reseeded with native
grasses. The proposed revegetation with native grasses is
consistent with the existing nature of the site and will not be a
substantial alteration.
RECOMMENDATION: The Planning Office recommends that the Planning
Director approve the applicant's request for the construction of
a nordic trail ramp as it complies with the requirements of Section
7-308 of the Aspen Municipal Code, subject to the following
condition:
1. The applicant shall work with the City and County
Engineers to provide adequate warning signs and
vegetation trimming along Castle Creek Road to ensure the
nordic crossing is visible to vehicles.

RE: Conditional Use for a Nordic Ski Trail on the Marolt/Thomas Property
We are requesting permission to construct a Nordic trail on the Thomas property, located
adjacent to the housing entrance road. The Thomas property is a 47+ acre parcel of land
owned by the City of Aspen, located at the intersection of Hwy 82 and Castle Creek
Road. Its primary existing uses are for winter Nordic skiing and as a paragliding and
hang gliding landing zone.
The Thomas parcel is zoned "C" conservation, of which ski facilities are listed as a
conditional use. We are proposing to construct a fourteen (14) foot wide "ramp" parallel
to the entrance road which will begin at grade of Castle Creek Road and descend down to
the open field area (see attached map). The ramp will be made of compacted fill, with
eight (8) inches of top soil cover, to then be re -seeded in native grasses. The purpose of
the ski trail is to allow skiers to access connecting trails on the south side of Castle Creek
Road while minimizing the number of road crossings which require skis to be removed.
Previously, the ski trail crossed both the housing entrance road and Castle Creek. A large
boulder will be placed at the entrance to the ramp at Castle Creek Road to avoid
confusion of an entryway in the summer months.
