Critical Pedestrian Connections CITY COUNCIL WORK SESSION January 08, 2019 4:00 PM, City Council Chambers MEETING AGENDA Spring and Cooper Street Intersection Original Street Connection Critical Pedestrian Connections P1 1 MEMORANDUM TO: Mayor and Council FROM : Pete Rice, PE, Senior Project Manager THRU: Tricia Aragon, PE, City Engineer DATE OF MEMO: January 4, 2018 MEETING DATE: January 8, 2018 RE: Critical Pedestrian Connections REQUEST OF COUNCIL: City staff seeks input from Council regarding the proposed critical pedestrian connections throughout the City of Aspen. SUMMARY: Staff has developed the top critical pedestrian connections that would benefit the community. Each of these connections would require funding, planning and construction with permission from Council to further pursue as a project. The goals of the work session include the following: · Review the specific areas that are determined as critical pedestrian connections, the impact and future budget implications. BACKGROUND: The City of Aspen has a long history of working on pedestrian plans, some dating back to the 1970’s. These plans have defined the aesthetic of our sidewalks and trail system that exists throughout the community. In 2014 and 2015, staff worked to create an updated Bicycle & Pedestrian Master Plan. Staff assembled an existing conditions map and undertook a comprehensive public survey process that resulted in over 100 potential improvement projects within the community. This information was distilled down to a final map and set of proposed improvements to the bicycle and pedestrian infrastructure. During this master planning, staff reviewed documents such as the Aspen Area Community Plan, Aging Well in Pitkin County, and City of Aspen Civic Master Plan to help ensure these proposed improvements were in-line with the community vision. PABST (Pedestrian and Bicycle Safety Team) has reviewed this infrastructure and received feedback from citizens throughout the years. A formalized critical pedestrian connection map has been determined through this group along with utilizing the Pedestrian and Bicycle Masterplan. Other factors that determine this list review the pedestrian’s safety, the type of user including P2 II. 2 children, the amount of use and community input. During the winter months, pedestrians are typically pushed into the roadway with vehicles creating additional safety concerns. DISCUSSION: An extensive view for the existing pedestrian infrastructure is located in Attachment A. Staff will continue to assess all pedestrian connections within the City, but the following is a list of specific areas that PABST recommends improvements on as the most critical connections: · Bleeker Street (Garmisch to Monarch) · Paepcke Park (Main to Hopkins, west side) · S Garmisch St (Half block between Hopkins and Hyman, east side) · Koch Park (Durant to S 1st Street, east and north sides) · Wagner Park (Hyman to Durant, east side) · Wagner Park (South side replacement) · Spring and Cooper St · Hopkins Blvd (Aspen to Monarch) · Hallam St Bike Blvd · East Hopkins St (Half block between Original and Hyman, east and north sides) · Original St (South of Durant) · King St (Neale to Gibson Ave) Locations throughout the City have been prioritized based on the bicycle and pedestrian master plan with an emphasis placed on safety including child safety recreational user safety and transit safety. 1. Bleeker Street Connection This connection would span from the Yellow Brick to the Libray. It is anticipated that staff would focus on the south side of Bleeker Street to utilize existing walks in place and potential private developments. A second connection could be added connecting the Red Brick to Bleeker Street. This connection would allow a direct path for school teachers and their students to travel between the Yellow Brick and the Library along a protected walking path. P3 II. 3 2. Paepcke Park Connection This connection would span between E Main Street and W Hopkins Avenue. This is a heavily used are by pedestrians and bus users. The RFTA buses turn onto W Hopkins Avenue from E Main Street and drop off passengers mid-block. This can be combined into the design of the Garmisch Street bus stop improvements project that is beginning design this spring. 3. S Garmisch Street Connection This connection would begin at W Hopkins Avenue and extend a half block to the north along S Garmisch Street. During the winter periods, pedestrians are typically pushed on the roadway that is utilized as a BRT route creating an unsafe condition. P4 II. 4 4. Koch Park Connection This connection would hug the permeter of Koch Park beginning at E Durant Avenue, extening one block north to E Cooper Avenue, turning west to end at S 1st Street. This is utilized as a BRT route and is currently being used by pedestrians. A dirt path has been created by the large number of pedestrian use in this area. 5. Wagner Park Connection This connection would span from E Durant Ave north to E Hyman Ave. The sidewalk would run along the west side of Wagner Park. Wagner Park is a heavily used park and receives a large number of visiters and is along along a BRT route. P5 II. 5 6. Wagner Sidewalk Replacement This connection would replace the sidewalk along the south side of Wagner Park between S Monarch Street and S Mill Street. The existing sidewalk is in poor condition and is in need of replacement to be in order to meet both Engineering Standards and ADA compliance. 7. Spring and Cooper Street Intersection Improvements Fox Tuttle Hernandez was hired to study the intersection of Spring Street and Cooper Street. After the study, it was recommended that bulb outs on all four corners be constructed with the benefit of reducing the crosswalk distance, increasing visiblity of pedestrians for motorists and increasing visibility of stop signs. A living lab is planned to review the use of extended curbs at the intersection to increase pedestrian safety and could be implemented this summer for citizens to use and comment. P6 II. 6 8. Hopkins Street Connection This connection would round the southwest corner of E Hopkins Avenue and S West End Street and extend a half block south and a half block to the east. This connection is along the heavily used Hopkins bike/ped way and would create a continuous walk along E Hopkins Street. 9. Original Street Connection This connection would begin at E Durant Avenue and extend south to Ute Avenue. There are partial sidewalks that dead end on each side of the street with no continous sidewalk along one side of Original Street. It has been observed that because there is a sidewalk that ends mid-block, pedestrians are crossing in this location where there are no designated crosswalks or ADA compliant ramps. P7 II. 7 10. King Street Connection This connection would extend between Neale Avenue and Gibson Avenue. This connection is part of a larger project that will go out to bid this winter season for the King Street drainage improvement Outreach events have been conduted for this project and the neighborhood is split on placement of a sidewalk. The sidewalk is considered a critical connection because of the high amount of users that use this corridor for Smuggler Mountain and would combine with a planned future project. 11. Hopkins Street Boulevard Connection This connection would run along the south side of E Hopkins Avenue between S Garmisch Street and S Monarch Street. There is currently a worn down dirt trail between S Aspen St and S Monarch St created from extensive use of pedestrians. P8 II. 8 12. Hallam Street Boulevard Connection This connection would extend along Hallam Street from 7th Street to N Monarch Street. Hallam Street was identified a suggested bike boulevard through the bicycle and pedestrian master plan. This would function and take on the appearance similar to the Hopkins bike/ped way. FINANCIAL IMPLICATIONS: Below is staff’s best estimate for what the above proposed projects will cost. Please note that construction costs will vary depending on time frame of completion. Hallam Street Bike Blvd $ 20,000 (allocated for 2020) *King Street costs represent the sidewalk portion of a larger project and thus does not include mobilization, traffic control, or other general costs. At this time, there are no financial impacts. Upon council approval, staff will prioritize each individual project and come back to Council with more detailed design options, implementation and construction costs for each individual project. Funding for construction would need to be added at a later date and is currently not included in budgeting. King Street has been approved for construction in the Spring of 2019. This project can build the sidewalk this spring if Council approves the placement. ENVIRONMENTAL IMPACTS: By providing clear and continuous paths for pedestrians to get from point A to point B, the City may be encouraging more people to walk instead of use other modes of transportation such as driving. This would positively impact the City Council’s Sustainability goals and outcomes. RECOMMENDATION: Staff recommends that the Council pursue the design to have continuous connections throughout town and complete all of the recommended projects above to achieve seamless connectivity and improve safety. Staff would design the projects internally to analyze the full impact and encourage people to comment with further public outreach events. Staff could come back to Council for a work session at a later date to discuss funding. P10 II. 10 If there are any projects that Council feels should not be on this list or should be added, staff is requesting these recommendations at this time. Staff will prioritize within these locations based on Council direction and come back at a later date presenting individual projects.
