SUBJECT: GOLDEN HORN ENCROACHMENT
SUMMARY
It is recommended that this application for license to
encroach be granted.
Klaus Christ has made application for license to encroach as
shown on the attached map. The request is mostly for a remodel
with very little new encroachment.
The application was referred to the following City Departments
and utility companies:
Streets Dept. Fire Dept. *Mtn. Bell
4 * Electric Dept. *Sanitation Dept. *Rocky Mtn. Gas
* Water Dept. Canyon Cable *Parks Dept.
Those listed with asterisks responded and they were all favorable,
4 saying that it posed no problem. The Historical Preservation
Committee also approved the design.
RECOMMENDATION
It is my recommendation that the license to encroach be
granted as this application mostly constitutes a face lift with
very little change in the actual encroachment area.
4 PROPOSED MOTION
If Council concurs, the motion should read as follows:
I move that the City grant a license to encroach to Klaus
Christ for the remodel of the Wagner Park side of the Golden Horn
building subject to the following:
1. Provision of an updated map to serve as an exhibit to the
license.
2. Naming of the City of Aspen as co- insured on the applicants
insurance.
3. Execution of a standard encroachment license agreement
satisfactory to the City Attorney's office.

RE: Golden Horn Encroachment
SU NNARY .
The attached encroachment application was submitted to Council on
November 25. 1134. We at that time recommended approval since
most of the area already exists as lic' ',nsed encroachments and
since the now plan represents a further improvement in the
appearanco and function of the building.
PREVIOUS CQUITUL ACTION:
Council decided, on November 26, to ask the apol icant to return
with a design accomplishing the saIJ :_ results within the confines
of the existing encroachment.
RECOfLIEtJDATIO 7:
11 would anticipate that the applicants for the Golden 'Torn will
present a revised design for Council'o consideration on January
14. In the _vent minor additioIhal encroachments arc necessary, I
would still recommend approval since they result in a :such
upgraded appearance and public n ^"Jostrian use. Hopefully the
applicant will present a design requiring no new encroachment.
PROPOSED L OTIOL'!:
If the revised design does not require further encroachment, no
motion is necessary.
If the design still warrants further licensing, and if Council
concurs, the motion should read as follows:
move that the City grant a license to encroach to Nlaus Christ
for the remodel of the Wagner Park side of the Golden Horn
building subject to the following:
1. Provision of an up dated map to serve as an exhibit to the
license.
2. Flaming of the City of Aspen as co- insured on the a olicnn_b
