Joint Meeting with the BOCC CITY COUNCIL WORK SESSION February 05, 2019 4:00 PM, City Council Chambers MEETING AGENDA P1 MEMORANDUM TO: Mayor and City Council FROM: Sara Ott, Assistant City Manager MEETING DATE: February 5, 2019 RE: Joint meeting regarding Housing with the BOCC REQUEST OF COUNCIL: To discuss and advance key terms for an amended intergovernmental agreement governing the Aspen/Pitkin County Housing Authority (APCHA) with members of the Pitkin County Board of County Commissioners. BACKGROUND: In 2018, the governing bodies of Pitkin County and the City of Aspen focused time at joint meetings on possibly amending the current IGA for APCHA to address governance concerns by both governing bodies. The February 5, 2019 joint meeting is a continuation of these discussions including the review of: · the IGA amendment decision-making process · Dec. 11 meeting take aways · Proposed redline language for a revised IGA in areas of board composition, work plan, guideline approvals/board role, and administration DISCUSSION: At City Council’s work session on Jan. 29, 2019, discussion occurred on many of these areas in preparation for the joint worksession. Staff’s understanding of the position of a majority of Council members as follows: Board composition: a majority of City Council preferred a majority of a new board to be elected officials from City Council and the BOCC and that there should be at least three community members appointed. This will result in at least a 7 member board. Board Role: All members of City Council agreed that the new APCHA Board’s role would be policy focused to establish and maintain APCHA guidelines. In this role, the APCHA Board would have at least two readings for any guideline changes and would be the final decision making body on guidelines. This would remove the call-up process for City Council and the BOCC. Enforcement: A majority of City Council supported the concept of a hearing officer for enforcement of guidelines. More information is requested in how cases P2 I. advance from initial notice through the hearing process, as well as what the appeal process would be, needs to be brought forward before advancing this change. Relationship between APCHA Board and Executive Director, administration model to manage APCHA, and workplan items did not reach a majority position in a specific direction at this time. Attached are presentation slides for Feb. 5th, including Pitkin County’s first attempt to draft revised language around many of these areas. This language was received this week and has not had any analysis by City staff at this time. City staff recognize that City Council may require separate work sessions to discuss the proposed language before responding to the County’s proposal. FINANCIAL/BUDGET IMPACTS: Financial analysis as not been completed for this specific language. STAFF RECOMMENDATION: Staff will be at the joint meeting to assist as City Council members request with any additional research or analysis. P3 I.
