Health Housing Open Space Other: FILE STATUS AND LOCATION: k MEMORANDUM TO: Bill Drueding FROM: Kim Johnson DATE: March 8, 1995 RE: Aspen Golf Course Insubstantial PUD Amendment For Replacement Driving Range Fence, Two Storm Shelters, and a Parking Lot Light Summary: Planning Staff recommends that the Community Development Director grant Insubstantial PUD Amendment approval with conditions for a new fence along the east side of the driving range, two new storm shelters, and new lighting for the southwest corner of the parking lot. Applicant: City of Aspen Golf Course; Rich Coulombe, Supervisor Location: The fence will replace the existing fence along the east side of the driving range. The fence will prevent errant balls from entering the regular golfing area. The new shelters and light post location are shown on the map, Attachment "A". Staff Comments: The existing fence is about 10' tall and 450' long. The new fence will be 20' tall and 600 feet long. The fence fabric is black polyester netting which will be negligibly visible from a short distance. It will be strung like a curtain on an aircraft cable between posts placed 50' apart. The proposed rain shelters will be 10lx20'x9.5' each. Like the rain shelter constructed approximately three years ago, they will be three -sided with a gravel floor. No utilities will be provided to them. The proposed light will be located at the far corner of the parking lot. The lot is used by residents of the Truscott Place apartments. The light will provide better security for those using the lot. Assistant Golf Superintendent Rich Coulombe agrees to shield the light so it will focus toward the lot and not shine towards the highway. The Planning Director may grant approval to insubstantial PUD Amendments pursuant to Section 24-7-908 A. When considering a project, the following criteria shall not be considered insubstantial: 1. A change in use or character 2. An increase in greater than 3% on the overall coverage of structures on the land 3. Any substantial increase in trips generation or demand on public facilities 4. Reduction by greater than 3% of approved open space 5. More than 1% reduction in parking 6. A reduction of required pavement widths or r.o.w. for streets 7. Greater than 2% increase of gross leasable floor area 8. Greater than 1% increase of residential density 9. Any change which is inconsistent with a condition or representation of the original approval, or which requires granting further variation from the project's approved dimensional requirements. The proposed fence conforms to the above criteria even though it is twice as tall and 25% longer than the old fence. It will be relatively invisible from any public ways, and is moving slightly further from the residential area bordering the driving range on the north side. The proposed shelters meet all of the above criteria for insubstantial amendments except item 3. Currently there is 12,180 s.f. of structure coverage at the golf course. Three percent of this figure is 365 s.f. The two proposed rain shelters total 400 s.f. Staff believes that because of the large size of the golf course parcel (+/-150 acres) and its relatively open nature, the 3% cap on structure coverage is not necessarily applicable. This criterion is more important to smaller residential and commercial properties where there is much less open space, and bulk and massing are more critical to surrounding properties. There would be no discernable public benefit to requiring a full PUD review before the Commission and Council for the square footage which exceeds the 3% cut-off. Safety is necessitating the need for increased lighting of the parking area. A specific light fixture has not been chosen but the location is indicated on the attached map. As mentioned above, the Rich Coulombe understands that the light must be focused towards the lot and not shine towards the highway. Recommendation: Staff recommends approval of the replacement driving range fence, two rain shelters, and new light with the following conditions: 1) All necessary building permits for the replacement fence, shelters and parking lot light must be applied for and received before installation of said items. 2 2) The light fixture for the southwest corner of the parking lot shall be reviewed by the Planning Office prior to the issuance of any building permit. It shall be demonstrated by the applicant that the light will be directed into the parking lot and will not shine towards Highway 82. 3) Within 180 days of this approval, the Applicant shall record with the Pitkin County Clerk an amended PUD Plan showing the golf course property including all approved insubstantial amendments made over the last several years. 4) All material representations made by the applicant in the application and Planning staff shall be adhered to and considered conditions of approval, unless otherwise amended by other conditions. I approve with the above conditions the Insubstantial PUD Amendment for the replacement driving range fence, the addition of two 200 s.f. rain shelters, and a new light in the southwest corner of the parking lot at the Aspen Golf Course. After obtaining the services of a golf course architect, A master remodel plan was developed. The plan has been introduced to the golfing public in Aspen,Aspen City Council, and the Blue Ribbon Committee. Part of this plan was improving the margin of safety along the right side of the driving range. Installation of the new fence will accomplish this. The fence is being designed by Pattillo Associates Engineers, Inc. (303)-945-9695. It will be 600 feet long and 20 feet tall. It is made of a black woven polyester fabric that is very translucent. It will be hung by aircraft cable and attached at the bottom with the same type of cable. Letters of our intentions have been hand delivered to most of the surrounding neighbors. We are also requesting that two storm shelters be given approval. They will be approximately 20 feet by 20 feet, their locations are on the map. The last request is lighting for the golf parking lot in the south west corner. We are in the process of getting an electricians recommendations for the installation of the new pole and wiring.
