MINUTES OF APRIL 20, 2011
Chairperson, Andrew Kole called the meeting to order at 8:30 a.m.
Commissioners in attendance were Bill Dinsmoor, Fred Ayarza,
Siam Castillo, Jim Pomeroy and Don Sheeley.

Plastic bottles
Councilman Torre said the bottles are costing around $5,00 and hopefully
that fee will go down. Presently Ashley Cantrell is giving a presentation to
council on the 9`
The launch kick off will be at Conner Park in conjunction with the Aspen
Saturday market.
Retrofitting — We are looking at retrofitting and looking at five filling
stations.
Sponsorship and naming rights We will go to council to see what they
want regarding sponsorship.
Bill said he looked at bottles at $3.60 each. Bill asked about underwriting.
Hotels and motels don't need the program because they are doing it on their
own.
Torre said he didn't contact real estate establishments.
If individuals want to sponsor a fountain that would be ok but not corporate.
Don said he came back from Europe. There were troughs in Europe which
were quite good they had a spout that you can fill your bottle or wash your
hands. You need five stations around town.
Torre said a map will be incorporated indicating the filling stations. Don
said he would put the locations on his map that is distributed to all the hotels
etc.
Andrew said some of the interiors of bottles are better than others. "Fill it
up" could go on the map.

Jim said multiple spouts would be a good idea.
Don said you could check on private locations and give them a break on the
water and have a spout from their building.
Adam Frisch, running for one of the two seats on council.
Adam thanked the CCLC for doing what they are doing. Economic vitality
has to be separated from economic growth. More job growth to occur
without betting into buildings being constructed. We need to protect the
town and the core. We lost 2400 jobs in the last two years in Pitkin County.
Don asked what Adam could provide that others running for council cannot.
The city has a 84 million dollar budget and one needs some business sense.
I feel I provide that. What would you do to change the commercial core.
Adam said the hassle to do a small re- development is very difficult. We
need to look at regulations.
Bill asked what are the parts of the AACP under managed. Bill said the
airport is one. Adam said with expanding the runway we should get more
people in here.
Adam pointed out that the middle class need jobs.
Jim said about the core , think about change of use. The fees are incredible.
It is a nightmare to open a business due to the impact fees.
Andrew said he doesn't understand the 2400 loss in jobs in the county. He
would like to see a break down.
Jim said the cost of doing the AACP over is enormous. What is the housing
mitigation if it isn't 100 %.
12 days Aspen
Julie Hardman suggested that we have more central locations outside instead
of inside the core for 2011. The city has an event at the recreation center.

Jennifer Albright and Julie Hardman represent the ACRA and 12 days of
Aspen
Julie said the budget is $17,000. for 2011 and we need a committee
established.
Don said have a general guideline for the 12 days of Aspen and take the
song and try to create it.
Andrew said Dan Sheridan might be able to redo the song.
Andrew said our idea is
Lighting of public buildings
Outdoor stall programs
Lighting contest
Siam said we need a best window display.
Siam did research on LED lights and presented a memo to the board. She
also presented the board with different lighting programs that Steve Miller
Electric has done. With the LED lights the bulbs are replaceable.
Kathy said at the last meeting the CCLC identified prominent buildings.

Elks building
Wheeler
Court house
Ruby Park
Bathrooms
Kathy said the cost that the city pays is $1:00 per square foot for LED lights.
Siam said she can get estimates on lighting. Fiber optics lighting up
buildings is very innovative. Siam said she worked with Steve Miller local
electrician who lights up the stores in Aspen. She will get estimates after the
design is set.

Bill also talked with some lighting companies. For the Elks bldg they had an
idea of some kind of alpine climbing up the building lighting a candle at the
top.
Don said the lighting contest would be for all businesses. CCLC will
coordinate the contests.

Andrew and Bill mentioned an ornament contest.
The board also mentioned an Aspen ornament designed every year and could
be sold.
The board liked the idea of XMAS lighting for a month.
