BACKGROUND: The P &Zs agreed to review the document chapter -by- chapter. This memo
addresses the "West of Castle Creek Corridor" chapter and the "Urban Growth Boundary"
section, the "Housing" chapter, the "Parks, Recreation, Open Space & Trails" chapter, and the
"Environmental Stewardship" chapter. All P &Z members have been given a hard copy of the
plan, so an additional copy is not provided with this packet. A direct link to the chapters are at:

WEST OF CASTLE CREEK CORRIDOR: The West of Castle Creek Corridor chapter is
nearly identical to the September 2010 draft. The Vision section is unchanged, and the
Philosophy section is largely unchanged. The first paragraph in the Philosophy section is new,
and was added in an effort to help elaborate on the ideas of "pockets," "nodes," and "transition"
that are referenced in the Vision.
The "What's changed," and "What's New" sections are new. The September 30 draft did not
include any background information about the corridor. These sections are intended to provide
background to help familiarize the reader with the area.
The "linkages" section draws on the Policy sections in the chapter and identifies other chapters
that will be important to consider as the West of Castle Creek Master Plan is written.
The Policy sections were re- ordered, but the text is the same. The Action Items are generally the
same. Action item I.1.e (old 11I.1.e) was re- written for clarity. Language was added to Action

item I.1.g (old III.1.g) to clarify what "coordinated" means. A new Action Item (III.1.b) calls for
obtaining information about traffic levels along the corridor.
Minutes from the May 24 meeting on the West of Castle Creek chapter are attached.
THE URBAN GROWTH BOUNDARY (UGB): City Council, BOCC, and the P &Zs met on
February 2, 2011 to discuss the Urban Growth Boundary. At that meeting, the group decided
that no changes should be made to the Boundary east of Highway 82 (to include the County's
l0 -Acre Parcel and the Snow Dump Parcel,) but that the Boundary on the west side of Highway
82 should be modified to include the Airport Property. The text and map have been updated to
reflect this direction. The group agreed that other changes to the UGB should be discussed as
part of the West of Castle Creek Master Plan following the adoption of the AACP.
HOUSING: There have been some major text edits to the Housing chapter. However, Staff
views these edits as clarifying rather than substantive. A majority of the new language comes
directly from the 2000 AACP.
The Vision Statement has been changed to focus more on housing as a way to provide a strong
year -round community rather than focusing solely on Community Workforce Housing.
In the Philosophy, some of the bullets were edited for clarity, some were combined, others were
separated -but the content itself did not change significantly. The first three paragraphs in the
Philosophy section (pg 44) are intended to clarify why the Plan refers to "Community Workforce
Housing." They also heavily quote the 2000 AACP. The Philosophy also has some added
language regarding the need for education, maintenance of existing housing resources, and a
recognition of changing demographics.
Most of the call -out boxes from the September 30 draft have been brought forward. They
provide information on the history of the Housing program, and important definitions.
The "What's changed" section is entirely new, including information from the State of the Aspen
Area Report regarding the number of units built, the ratio of workers living in affordable and
free - market housing, and changing demographics has been added.
The "What's new" section is also new, but brings forward concepts the P &Zs have discussed in
the past. It recognizes that fundamentally the Vision, Philosophy, and Policies in this AACP are
not much different from those in past plans. The section calls out the increased focus on capital
reserves and maintenance. It also recognizes that this Plan does not include a specific number of
housing units to be developed in the next 10 years.
In terms of Policy Statements, there have been no changes to language. The Policies related to
Mitigation have been moved from this chapter and added to the "Managing Growth for
Community & Economic Sustainability" chapter.
PARKS, RECREATION, OPEN SPACE & TRAILS: The Parks, Recreation, Open Space &
Trails chapter is nearly identical to the September 2010 draft. The Vision is unchanged. A quote

from the 2000 AACP regarding protection of visual and recreational assets was added to the
Philosophy.
The "What's Changed" section includes a detailed background that was missing in the last draft.
It lists a number of achievements in this area since 2000. This information is taken from the
State of the Aspen Area Report.
The "What's New" section recognizes that there are no major policy changes between this Plan
and the 2000 AACP. It recognizes that this Plan includes a greater emphasis on affordability of
recreational facilities, and promoting Aspen as a world class training venue.
The Policies were reorganized but there have been no changes to text.
The Parks Department has requested that Action Item 81 from the 2000 AACP be brought
forward under the Public Outreach Policy (Policy V.1 on page 53). The 2000 Action Item states,
"Improve public access to and information about parks and recreation facilities through
brochures and signage programs." The Parks Department has used this Action Item in the past to
improve signage and public information, and would like to continue to do so. If brought
forward, this would become Action Item V.1.d. Planning staff supports bringing this language
forward.
ENVIRONMENTAL STEWARDSHIP: The P &Zs reviewed the Environmental Stewardship
chapter in February, and suggested a number of changes. All these changes have been
incorporated.
The Vision Statement is the same. The P &Zs asked that the Philosophy section be slightly
expanded. It now includes a reference to the 1993 and 2000 AACPs, and elaborates on what is
meant by "our greatest environmental challenges." The Ecological Bill of Rights is included as a
side -bar.
The "What's Changed" section lists many of the major environmental achievements since 2000.
This information is from the State of the Aspen Area Report. The "What's New" section
highlights some of the ambitious goals included in the Plan, including reducing our carbon
footprint, reducing natural gas consumption, and increasing the amount of construction materials
being diverted from the landfill.
The Policies were edited by P &Z in February, and that language is included in this draft. No
other changes were made to Policy language.
HOMEWORK PRIOR TO MEETING: In an effort to facilitate discussion at the meeting,
staff requests that the P &Zs please come to the meeting with a list of the items you would like to
"flag." It would be helpful if the commissioners who are unable to attend the meeting forward
their "flags" to the entire group prior to the meeting. This will allow the group to discuss the
feedback in the meeting.
