The second floor addition would consist of 1,500 square feet. The Planning Office feels that due to the congestion problems associated with this use it is more appropriate to consider this a conditional use which requires written notification of property owners within 300 feet of the building. SS /pk Attachment November 7, 1975 Aspen Planning and Zoning Commission City of Aspen Aspen, Colorado 81611 Dear Sirs: I am the owner of property known as the Epicure Building, which is immediately West of the proposed Teenage Center under consideration by your commission. Firstly, I would like you to know that I am not opposed to the establishment of a teenage center in the City of Aspen, so long as it is properly managed and suitably controlled. Unfortunately, the previous teenage centers created more problems, such as the use of alcohol and drugs and noise, than benefits. I feel at this time that the request for a teenage center above the Whale of a Wash laundry on Main Street should be accompanied with more information before a decision is reached. With respect to my property, the second floor of the Epicure Building is rental property for working people and I am very concerned that evening activities of a nature provided by a teenage center could be very disturbing and ultimately create a considerable nuisance. Already there is a considerable problem of parking con- gestion caused by the lack of parking space for the laundry building. Every day customers of the Whale of a Wash laundry park on my property and in the parking spaces reserved for the Epicure Building. For the above reasons it appears that an operation of a teenage center above the Whale of a Wash laundry could adversely affect the neighborhood and specifically the operation of my room - rentals. Unless specific controls and regulations are placed on the operator and owner of a teenage center, so that disturbances are not caused and additional parking problems are not created, I feel that a teenage center at the requested location should not be approved. FACILITIES: The proposed construction, a second story over the Whale of A Wash, will house an office for Parry Enterprises, Ltd., and an amusement center to be called "THE MINOR'S DEN ". There is to be a deck on the North side of "THE MINOR'S DEN ". (See architect's drawings.) The amusement center is to contain 2 lounge areas, 1 pool table, a juke box and dance floor, and coin machines such as foosball, pin ball, and pong. Also machines to vend soda pop, snacks, pop corn, candy and ice cream. There will be two large restrooms. All facilities will be new, of top quality, and de- signer coordinated. The premises will be cleaned nightly by a competent pro- fessional crew. III. GROUND RULES: A paid, qualified, adult supervisor will be on duty whenever the amusement center is open to the public. Currently I plan to be open weekdays from 3 to 12 pm; holidays noon to 12 pm. No liquor or drugs will be allowed on the premises. The Aspen High School Student Council requested that smoking be restricted to the deck area. I agree. The Council also requested per- mission to hold class dances there. However, I don't think the room will be large enough for class dances and that the proposed teen center at the Holy Cross site might better fill this need. The third student Council request was that admission be restricted to persons under 21. This would be difficult . to enforce. Also I believe that the presence of a few non - drinking, non- smoking adults would not present a problem. (And I want to play foosball, too). In view of the variety of entertainment available for adults in Aspen, I don't think THE MINOR'S DEN would attract many adults in any case. III. SUPERVISION: The duties of the supervisor will include preserving order, protecting the premises from damage, and providing an understanding ear for those who want someone to talk to. Following is a list of some of the people who have volunteered to help in either a supervisory or advisory position: Tim Comstock, advisor to the Aspen High School Student Council; Pete Murphy, city juvenile officer; Greg Anderson, Assistant Pastor and youth leader of the Aspen Community Church and a director of Open Door; Helen Klanderud, director of Touchstone Mental Health Clinic; Al Cluck, P.E. instructor at Aspen Elementary School; Ruth Ganz, psychiatric social worker who has researched extensively Aspen's need for a teen center; and Greg Rulon, County juvenile officer. IV. ACTIVITIES: THE MINOR'S DEN will provide a place for the young people of Aspen to meet in a clean, attractive setting, with entertainment available via pool table, dance floor, etc. It will be a comfortable and inviting place where they can rap with each other and the supervisor. They won't be thrown out if they aren't putting quarters in the machines. Special events, such as talent nights and the kind of entertainment previously found at Anrapoy, will be scheduled regularly. V. FUTHERMORE: As a ski instructor, previous ski hostel owner, and the father of 3 teen- aged children I am well aware of the need for a facility such as THE MINOR'S DEN. I believe that most youth centers fail because they are BORING. Mine won't be. I propose to provide this facility at no cost to the tax payers. I believe it will be commercially successful, and that it night even get some of the Aspen youth off nay trampoline, motocross track, skateboard slalom, and out of my workshop. George Parry. The second floor addition would consist of approximately 1,500 square feet. At the October 21, 1975, meeting the Planning Commission determined this to be a conditional use in the CC district. The Planning Office has contacted Betty Erickson, the Pitkin County Human Resource Director to apprise her of the application. She has been involved with numerous other teen center requests in Aspen and has been working with high school officials and Stacy Standley to attempt to initiate a teen center in the Holy Cross Building. Betty will be in attendance Tuesday to express her comments on the proposal. The Planning Office favors approval of the conditional use of a teen center at this location provided the following concerns are properly addressed by the applicant: 1. A statement is presented outlining the management goals and operational procedures for the teen center. For example; what age group will use the facilities. 2. Specific uses for the premises are agreed upon, i.e., game rooms, lounge areas, meeting areas, etc. 3. Hours of operation agreed upon. 4. DATE: November 10, 1975 An application to the City of Aspen Planning and Zoning Commission has been received for conditional use approval of a Teen Center to be located above the Whale -of -a -Wash within 300 feet of the Pitkin County Courthouse. Notice procedures for the conditional use hearing require ten (10) days notice to property owners within 300 feet, but specify fifteen (15) days notice for government agencies. The applicant wishes to hold the hearing on November 18, 1975, and has requested the Planning Office to inquire whether the Pitkin County Government will waive their right to receive fifteen (15) days notice. Anticipating Commissioners agreement, the Planning Office has pre- pared the attached simplified waiver of the fifteen (15) days notice for Commissioner signature. A survey of the property and building plans will be available at the Planning and Zoning Commission meeting Tuesday. Since this is a second floor expansion to an existing structure, the Planning Office sees no stream side impact and recommends approval of the request. dee
