for Chlorine Storage Room

SUMMARY: The applicant seeks to amend the East Water Plant SPA
plan to add a chlorine storage shed.
ZONING: Public with SPA Overlay
STAFF COMMENTS: In 1983 the water treatment facility was rezoned
from R -15 /SPA to Public /SPA. At that time a SPA plan was adopted
that set the area and bulk requirements for the parcel. Structural
improvements to the plant's facility were also proposed and
included in the SPA plan.
According to water plant personnel, the East Water Plant has never
worked efficiently or to design capacity. The City has contracted
with Schmueser Gordon Meyer (SGM) Engineers to evaluate and make
recommendations for an overall plant rehabilitation.
One of SGM's recommendations it to correct unsafe and improper
storage of chlorine. The existing chlorine storage room and the
chlorine regulator room contain several deficiencies which are in
violation of the Colorado Department of Health Drinking Water
Design criteria. Handling procedures are also dangerous.
An approximately 230 square foot new storage room is recommended.
The new storage space will be made of concrete block walls with a
metal roof matching existing structures. Two locations have been
identified for the chlorine room: 1) remove existing room and
construct a new and larger room in the same location; 2) a remote
location may be necessary if utilities and soils make alternative
1 cost prohibitive. An alternative site will not be identified
until the project has been put to bid and staff has had time to
evaluate the numbers.
SPA REVIEW: It is necessary to amend the SPA plan because
additional floor area is being proposed for the site.
Pursuant to Section 24 -7 -804 E. an insubstantial amendment of an
approved SPA plan may be authorized by the Planning Director
provided that the amendment does not:
a. change the use or character of the development;
RESPONSE: The character and use of the water plant will not change
with an upgraded chlorine storage room.
b. increase by greater than 3% the overall coverage of
structures on the land;
RESPONSE: The established coverage of structures on the land, as
adopted in 1983, is 8.4% of the entire 54.36 acres. The additional
230 square feet of structure represents a .6% increase in
structural coverage of the land.
c. substantially increase trip generation rates of the
proposed development, or the demand for public facilities;
RESPONSE: The additional 230 square feet of floor area is storage
only. The new storage room will increase the safety and efficiency
of an operation that already exists at the plant. It will not
increase the number of chlorine deliveries.
d. reduce by greater than 3% the approved open space;
RESPONSE: The established open space for this property is 49.76
acres. The additional 230 square feet will decrease this open
space by .O1 %.
e. reduce by greater than 1% the off - street parking and
loading space;
RESPONSE: No parking will be eliminated by either alternative.
f. reduce in required pavement widths or rights -of -way for
streets and easements;
RESPONSE: The proposal will not affect pavement widths or rights -
of -way for streets and easements.
g. increase greater than 2% the approved gross leasable floor
area of commercial buildings;
RESPONSE: The storage room is not considered leasable floor area.
i. create a change which is inconsistent with a condition or
representation of the project's original approval or which
requires granting of a further variation from the project's
approved use or dimensional requirements;
RESPONSE: The storage room is consistent with the plant's approved
operation.
RECOMMENDATION: Staff recommends approval of the SPA plan
amendment for 230 square feet of floor area to be added to the East
Water Plant facility with the following conditions:

1. An amended plat shall be filed within 180 days after completion
of the plant's rehabilitation. The plat shall include the
footprint of the new chlorine storage room.
2. Prior to the issuance of any building permits for the plant
rehabilitation the applicant shall review the preferred location
of the storage room with the Planning and Engineering departments.
I hereby approve of the insubstantial amendment
to the 1983 final SPA development plan of the
East Water Plant pursuant to Section 24 -7 -804
of the Municipal Code.

AN ORDINANCE AMENDING SECTION 24 -2.2 OF THE MUNICIPAL CODE (ZONING
DISTRICT MAP) BY REZONING THE CASTLE CREEK WATER TREATMENT PLANT
PARCEL FROM R -15 /SPA TO PUB - PUBLIC AND ACCEPTING A PLAN SETTING
THE AREA AND BULK REQUIREMENT FOR THE PARCEL
WHEREAS, the City of Aspen is the owner of record of a parcel
of land used for its water treatment facility more specifically
described as Lot 4, City Thomas Property Subdivision Exception,
City of Aspen, Pitkin County, Colorado; and
WHEREAS, the Aspen Planning and Zoning Commission did hold a
public hearing on March 22, 1983, to consider the rezoning of said
property and did recommend that it be rezoned from R -15 /SPA to
Pub - Public; and
WHEREAS, as required by Section 24 -3.4 of the Municipal Code,
the Planning Commission did further recommend the adoption of a
precise plan as the area and bulk requirements for the site, more
specifically described in Exhibit "A ", attached hereto and incor-
porated by reference; and
WHEREAS, proposed additions to the plant are for utility
upgrading purposes and consist of two new structures (clarifier
and treatment plant), additional filter beds, construction of a
24" pipeline by the Meadowood Pump Station, and a construction
road; and
WHEREAS, upgrading is necessary to permit the full renovation
of the existing water treatment plant, to provide system redun-
dancy, backup capability and the ability to meet further need for
water treatment; and
WHEREAS, this upgrading and addition to the plant is consis-
tent with the scheduled implementation of the Comprehensive Water
Management Plan of 1980, as amended; and

WHEREAS, the rezoning has been evaluated according to the
criteria of Section 24 12.7(d)(1) through (6) of the Municipal
Code and found to be in substantial compliance therewith;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ASPEN, COLORADO:
Section 1
That Section 24 -2.2 (Zoning District Map) be and hereby is
amended to change the zoning of the City's Castle Creek Water
Treatment Plant parcel, more specifically described as Lot 4, City
Thomas Property Subdivision Exception, City of Aspen, Pitkin
County, Colorado, from R -15 /SPA to Pub - Public.
Section 2
That the precise plan submitted for this site, more specifi-
cally described in Exhibit "A ", be and hereby is adopted as the
area and bulk requirements for this site.
Section 3
That the City Engineer be and he hereby is directed to amend
the Zoning District Map to reflect the change in zoning of the
Castle Creek Water Treatment Plant parcel from R -15 /SPA to Pub -
Public. He is further directed to record the plat of the expan-
sion plan as the precise development plan for the parcel.
Section 4
If any section, subsection, sentence, clause, phrase or
portion of this ordinance is for any reason held invalid or
unconstitutional by any court of competent jurisdiction, such
portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the
remaining portions thereof.
Section 5
A public hearing on the ordinance shall be held on the 9

PROPOSED DEVELOPMENT
The East Water Plant was built in 1985 and is located at 500 Doolittle Drive, just south
of the Castleridge and Twin Ridge Housing sites. It's location is obscured from all
surrounding roads and development. The primary function of the plant is to treat water
for consumption by the general public. The plant is a concrete structure with eight filter
segments, chemical mixing contact chambers, metering devices, pumps, meters and control
units.
Per the City of Aspen plant personnel, the East Water Plant has never worked efficiently
or to design capacity. The City of Aspen contracted with Schmueser Gordon Meyer
Engineers (SMG) to evaluate and make recommendations for corrections. One
recommended correction, and the reason for this application, pertains to the chlorine
storage room and the chlorine regulator room. The existing rooms contain several
deficiencies which are in violation of the Colorado Department of Health Drinking Water
Design criteria. In addition, current handling procedures are dangerous.
SMG, as part of the overall plant rehabilitation, has recommended that a new chlorine
room be built which will comply with all Colorado Department of health Drinking Water
Design criteria and result in safer handling procedures.
The new chlorine room will be of concrete block walls with a metal roof, all components
to match the existing structures and will contain approximately 230 square feet of new
space. Two alternate locations for the chlorine room are shown. Alternate two will
remove the existing storage room and construct a new and larger room in the same
location. Alternate 1 is a remote location. A remote location may be necessary if the
existing conditions, i.e. utilities and soils, make alternate two location cost prohibitive. The
alternate selected will not be determined until the project has been put to bid and staff
has had time the evaluate the numbers.

GMQS EXEMPTION
The City of Aspen is seeking GMQS exemption under construction of essential public
facilities. As previously stated the primary function of the plant is to treat water for the
consumption by the general public. According to plant personnel the East Water Plant
has never operated efficiently or to design capacity. The entire East Plant is being
rehabilitated to correct deficiencies and bring it on line to its original design production
capacities. One particular deficiency is the chlorine room. The addition of the 230 square
feet building is necessary to bring the chlorine room in compliance with the Colorado
Department of Health Water Design criteria.
The plant operation is not being increased, the corrections are to make it run more
efficiently. The addition of the chlorine room will not generate any more employees or
have any adverse impact on parking or basic support services to the plant.
