Request

The attached application is requesting exemption from the Growth
Management Quota System pursuant to section 8 -104, exemption by
the Planning Director. The following are the two requested
changes to the City Plaza building.
1. Enclose an existing exterior space that is under an
existing building overhang for purposes of providing an
airlock entry vestibule, (60 square feet).
2. Construct an open awning with plexiglass panels on the
roof and open on the sides, for the safety and
protection of tourists and residents from the slippery
snow conditions during most of the year.
The application is consistent with Section 8 -104 A. in that the
additional 60 square feet to be enclosed for the vestibule area
is no expansion of additional commercial square footage. The
records for the City Plaza building indicate that extensive
energy efficient features will be provided.
The awning addition appears to be a safety consideration rather
than an addition of commercial square footage. The majority of
the space below grade does not qualify as open space under the
existing code. The awning would potentially block a portion of
the space from view from street level. However, the applicants
propose clear plexiglass roof panels and open sides. Attached is
a copy of a memorandum dated April 1, 1982 which notes that the
City Plaza has already received an FAR bonus for employee
housing. It is unclear as to whether or not the building has
actually maximized its FAR to date.
I recommend that the request be approved pursuant to section 8-
104 A. of the Code since the added square footage is for safety
and energy conservation which are basic service needs. I
recommend the director's approval of a Growth Management
Exemption with the following conditions:
1. The vestibule and the awning additions shall be
demonstrated to not allow the building to exceed the
allowable FAR for the site.
2. The awning shall be removed during the non snow
seasons.
3. The awning shall be constructed with a clear
plexiglass roof and no sides.

Dear Ms. Houben:
On behalf of Club Andiamo Restaurant, 517 East Hopkins, I am
applying for a growth management exemption by the planning
director and an open space exemption.
The owners of Club Andiamo want to enclose an existing area
of sixty (60) square feet under the existing building
overhang. This enclosure will create a permanent airlock
entry vestibule for the north access into the lower level
space. This entry vestibule will be used strictly as a
service entry and exit for the restaurant.
Club Andiamo would like permission to construct the new wall
as shown on the enclosed drawings.
Additionally, the owners would like to request permission to
construct an awning over the existing stairs leading to the
lower level of the City Plaza Building. This awning will be
constructed of an aluminium frame with open sides and smoky
plexiglass panels, with the slope of the awning following the
slope of the stairs. The majority of the awning is below the
existing height of the railing and it is also below street
level, which does not affect any views in any direction.
Due to the fact that the existing stairs are not heated, the
stairs are dangerously slippery during most of the year.
Since the stairs are located on the north side of the
building the solution we propose for the stairs is similar to
the awning that covers the stairs at the Elks Building down
to Shooters Saloon.
I would like to note that the other buildings in town that
have a similar solution are the Mason and Morse Building,
where an awning protects the stairs, The Golden Horn stairs
and Pinochle's Restaurant. Other buildings that do not need
the use of anwings because of existing snowmelt are the Mill
Street Station Building and also the Abetone's Restaurant
Building.

In summary, Club Andiamo would like approval to do the
following:
1. Enclose an existing exterior space that is under an
existing building overhang for purposes of providing an
airlock entry vestibule, (60 square feet).
2. Construct an open awning with plexiglass panels on the
roof and open on the sides, for the safety and
protection of tourists and residents from the slippery
snow conditions during most of the year.
You will find drawings dedicting the two requests enclosed
with this correspondence.

Applicant's •
Request: The applicant received a 1982 commercial development allocation
for 18,000 square feet for the City Plaza Office Building.
The applicant is currently pursuing the additional approvals
• that are required by the City -- GMP exemption for the
employee units and special approval for the .5:1 bonus FAR
in the CC zone district. The applicant received final
design approval for the project from FIPC on March 23, 1982.
Engineering
Comments: The Engineering Department commented that the project meets
the requirements of the bonus FAR by designating the proper
amount of space to employee housing. The Engineering Department
• also stated that the creation of four employee residential
units in the .Commercial Core without on -site parking, although
permitted under the Code, is not a good idea.
Planning
Office
Review: The applicant is requesting GMP exemption for four employee
studios pursuant to Section 24.11.2(h) of the Code. This
section exempts employee housing from GMP competition subject
to special approval by the City Council upon P & Z's recommendation
with such approval determined by community need considerations.
Employee housing is a recognized community need and therefore
approval is recommended by the Planning Office with the
units to be deed restricted according to the City's housing
low income guidelines.
The applicant is also requesting approval from P & Z for an
FAR bonus of .5:1 pursuant to Section 24 -3.4 Area and Bulk
Requirements, item (10) external floor area ratio. This
section requires that .3 of the .5:1 bonus FAR be used for
employee housing deed restricted to the City's low, moderate
or middle income guidelines. The City Plaza. project proposes
the maximum floor area allowed with the bonus which is shown
below:

Recommendation: The Planning Office reconnends that the Planning and Zoning
Commission grant special approval for the requested .5:1 FAR
