NOW, THEREFORE BE IT RESOLVED by the Commission: That it does hereby approve the Cunniffe Change in Use with conditions as follows: Prior to the issuance of a Building Permit: 1. A site plan showing the location and dimensions of three parking spaces and trash service elements must be resubmitted to, and approved by Engineering. Minimum parking space width is 8.5 feet. 2. A landscape plan must be submitted to and approved by the Parks Department. This plan shall indicate existing and proposed vegetation by size and species. 3. The applicant shall provide deed - restricted housing or payment -in -lieu for 1.2 employees as per Section 8 -106 F.5.c. and the Affordable Housing Guidelines. Change in Use DATE: March 23, 1990 SUMMARY: Planning Staff recommends approval of GMQS Exemption for the Change in Use from one free market residential unit to office space with conditions. Hyman, Lot M Block 99, Townsite of Aspen ZONING: C -1 APPLICANT'S REQUEST: GMQS Exemption for Change in Use from free market residential to office. REFERRAL COMMENTS: Parks: George Robinson will require submission and approval of a detailed landscape plan prior to issuance of a Building Permit. The plan shall locate existing vegetation by species and size, and proposed locations of plant materials by species and size. Engineering: The submitted site plan does not show the proposed parking spaces. A site visit indicated that there were existing parking spaces off the alley and a trash enclosure behind the building. This trash enclosure is shown on the site plan as being 5.9 feet in width which leaves a remaining space of less the required width for three off - street parking spaces. The applicant needs to resubmit a site plan that shows the proposed parking spaces. These spaces need to have minimum widths of 8.5 feet. Attachment "A" PROPOSAL: In order to consolidate their architectural office spaces, Charles Cunniffe and Associates will move to 610 E. Hyman and wish to use the entire building for office use. The first and second levels are currently retail and the third floor is one free market studio apartment of approximately 1070 s.f. The change -in -use process involves the conversion of the residential to office (Attachment "B ".) The previous office locations for Cunniffe and Associates provided for 16 work stations. 19 work stations are proposed in this office conversion. The project mostly entails interior remodel, with facade changes along Hyman and the east elevation. STAFF COMMENTS: Section 8 -104 B states that the Commission may grant a GMQS Exemption for change in use if the changes have a minimal impact on the City. Minimal impact is described by minimal number of additional employees and provision of employee housing for the employee increase, minimal number of additional parking demanded by the change in use and that parking will be provided, minimal visual impact on the neighborhood, and minimal demand placed on City public facilities. This change in use specifically addresses the conversion of the top floor residence to office space. As office use, the 1,070 s.f. generates 3 employees per 1,000 s.f. as per the Housing Authority guidelines. Using GMQS threshold calculations for residential uses, .94 employee is credited against the employees generated by the office use. The .94 credit subtracted from the 3 required to be mitigated is 2.06 employees. The minimum commercial threshold is 60%, therefore the applicant must mitigate for 1.2 employees. If cash -in -lieu is the option taken, the applicant shall work out the payment amount (low, moderate or middle income) with the Housing Authority, based on incomes of employees. The application describes 3 parking spaces on site, but Engineering found potential interference between the parking and the trash service area. There was is no parking available at their other scattered office sites, so the applicant feels that their parking situation is improving with this request. The previous mixed uses in this building would carry a parking requirement of 4 spaces and the proposed all- office use will require 4 spaces as per Section 5 -211 E.3. The facade changes proposed have no great impact on the neighborhood. The building is currently served by City services. No exceptional changes will occur. STAFF RECOMMENDATION: Planning staff recommends approval of this Change -in -Use for the freemarket residential to office use with the following conditions: 1. Prior to issuance of building permit, a site plan showing the location and dimensions of three parking spaces and trash service elements must be resubmitted to, and approved by Engineering. January 12, 1989 Re: GMQS Exemption Cunniffe Office Building TO WHOM IT MAY CONCERN: We submit for your review this application for a change in use. The existing building is located at 610 E. Hyman Avenue, Lot M, Block 99, City of Aspen and would consist of professional offices for the owner's architectural firm. In accordance with Section 8 -104 B a GMQS exemption may be granted by commission if the applicant can demonstrate that the change in use will have a minimal impact upon the City. The applicant's architectural firm is cramped into three separate locations at 516 E. Hyman, 520 E. Hyman and 300 S. Hyman, with a combined total area of 2100 S.F. Over the past several years as many at 16 employees have been crammed into these spaces. There has also been a need for some time for the administrative support staff to be increased by one person but there has been no place to put them. At 4090 S.F., the new location is larger, but much of this area is taken up in vertical circulation and mechanical space, providing only 2780 S.F. of useable office area, allowing a minimal increase of work stations from the present 16 to 19. The increased area will also enable the office to run more efficiently and provide sufficient area for storage of files and large product and sample library. As there is no off street parking available at any of the present office locations, the three off street parking spaces provided at the new location could only be viewed as an improvement from the present situation. The project is mostly an interior remodel with minimum changes to the building's exterior at this time. The changes to the exterior are meant to clean up an aging facade and provide an updated streetscape for the future. With many professional offices in the immediate neighborhood, there should be no adverse visual impact or change in the neighborhood's character. It seems it could only be an improvement from a building that has remained vacant in recent months.
